Carter Lake Junior Sailing Program will run for 3 weekends this summer, providing a safe and fun introduction to the sport of sailing for area youth from 10 to 16 years of age. We teach the youth to be respectful of rangers and the county, the environment, other boaters, and each other. We have volunteer instructors who are trained in CPR and first aide. First aide kits are kept in the CLSC clubhouse and also on the dock. We have VHF radios at the clubhouse, on the dock, and in each safety boat to communicate with the Carter Lake Marina or emergency personnel if the need arises. We expect to have minimal impact on the natural environment, as most of our activity will occur out on the lake in Sunfish. We are a small group that will not cause noise or parking issues for others who use the park. We do not require any county staff for monitoring or follow up maintenance or clean up. The bathrooms in the park are more than adequate for our needs. The only possibility of needing County resources is if we need to contact ER personnel or the Rangers on the lake in the event of an emergency. We are very grateful for the presence of the Rangers and feel that a talk from a Ranger makes a big impact on the kids.

I am uploading our emergency procedures as requested by the Sheriff. I am the director, and will be the one in charge of notifying emergency personnel if necessary. My cell phone is 303-717-4824. You ask for this to be able to notify me, but please be advised that there is no cell service at Carter Lake except for spotty service at the marina and ok service in the middle of the lake. Our junior sailing program is predominantly conducted near the shore in the no wake area. Therefore we rely on radios to keep us in touch with the rangers and the marina in order to notify emergency personnel.
Comments: Please ensure that a detailed emergency communications plan is available, and that all staff and volunteers are familiar with the plan.
The Larimer County Department of Health & Environment is available to consult on food safety for the event, and on licensing provisions for vendors involving any catered food service. Information is available on our website at http://larimer.org/health/ehs/food.asp.
This event will occur on County open space. Details regarding the number of facilities and capacity for the event need to be coordinated with the Natural Resources Department.

Comments: I rec'd your voicemail about paying the permit fees. Risk Mgt doesn't have anything to do with that. You might want to try and call Gael Cookman in the Clerk and Recorder's office at 970-498-7869 and perhaps she can tell you how to proceed.
