Office on Aging Program Manager
Administers and supervises the activities, personnel, and functions of the Office on Aging (OOA) program. Develops, plans, and coordinates the delivery of services and programs.

Knowledge, Skills, & Abilities:
- Receives general supervision from a division manager.
- Exercises direct supervision over professional and clerical staff.
- Supervise the Office on Aging program to assist older adults, age 60 and over, in maintaining health, dignity, independence, and quality of life, by advocating, planning, coordinating, and delivering services and programs, with emphasis on meeting the needs of those who are socially and/or economically disadvantaged.
- Evaluate information from various sources and methods including seniors, service providers, private and public agencies, surveys, focus groups, and local statistics to assess the needs of the aging community.
- Develop strategic plans, short and long-term, to meet the needs of older adults, utilizing partnerships with public and private entities.
- Act as an official representative of the Division and County in a professional manner with local, state, and national agencies and organizations; provide leadership in the community to develop awareness, create new solutions, and implement services for older adults.
- Develop a fiscal plan based on program funding, seniors' needs, and provider input.
- Develop and manage the budget; review and approve expenditures; analyze revenues and make adjustments as necessary.
- Establish and monitor contracts with provider entities and evaluate performance and results.
- Coordinate the Larimer County OOA Advisory Council, which provides assistance and recommendations to program staff in the assessment of senior needs, development of strategic plans, and allocation of resources.
- Make recommendations to the division manager regarding policy development.
- Develop and coordinate the overall organization of the OOA program and its policies, including staffing, internal procedures, and program development.
- Prepare program financial and statistical, strategic planning, and related reports as required.
- Exercise direct, first-level supervision of positions, employees, operations, and activities within the Office of Aging program; may include coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status, and disciplinary action, evaluating performance independently or in conjunction with a higher-level supervisor/manager, and approving time off.
- Review difficult or sensitive cases with staff and provide consultation and direction in problem resolution.
- Develop performance standards and evaluate service delivery and program performance.
- Keep current on state regulations and contracts dealing with OOA programs; keep the division manager informed of changes and how they affect the program.
- Keep the community, both internal and external, informed about changes made within the unit; make presentations to the community regarding OOA programs.
- Participate in various committees and boards related to program activities and responsibilities.
- Respond to and resolve complaints, both internal and external, regarding staff and/or programs.
- Perform other duties as appropriate or necessary for performance of the job.
- Scope and application of laws and regulations pertaining to adult services programs.
- Supervisory principles, procedures, and methods including selection, training, discipline, and evaluation.
- Budget management and resource allocation according to governmental standards and procedures.
- Community resources and how to access such resources.
- Methods and techniques of strategic planning, program development, and problem resolution.
- Routine software and business applications including, but not limited to, word processing, spreadsheets, presentation software, and databases.
- Communicate clearly and concisely, both verbally and in writing.
- Read and comprehend department and County rules, regulations, policies, and standard operating procedures.
- Make decisions, especially in emergencies and difficult situations and/or cases.
- Supervise and mentor professional and support staff in a productive and positive manner.

- Three years of progressively responsible experience in case management, contract management, program development, or a directly related field, or in the performance of similar duties and responsibilities including lead or supervisory experience.
- Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in Behavioral Sciences, Human Services, Business or Public Administration, or a related field.
- Possession of, or ability to obtain, a valid Colorado Driver's License.
