Network & System Administrator
Monitors and maintains all aspects of network communications at the enterprise including terminals, local area networks, communications with remote enterprise installations, problem solving, vendor interfacing modem communications, technical training, and network security. Ensures the day-to-day operation of the enterprise data communications networks including installation and repair of terminals, modems, terminal servers, multiplexers, and leased line equipment while being familiar with LAN topology and software including MSAU, servers, LAN bridges and gateways. Maintains and updates network documentation and ensures that data communications transmission procedures are executed properly and in a timely manner.

- Coordinate and assist in network equipment installation, de-installation and relocation services for both local and remote sites.
- Maintains and updates equipment inventory records, network problem records and network documentation and procedure manuals.
- Perform "hands on" work (i.e., pulling cables, writing configurations, etc.) when necessary.
- Coordinate network monitoring activities to ensure optimal performance.
- Ensure that all network equipment is maintained in proper working order.
- Ensure that all network software is operational and maintained.
- Provide network support for operations and the mainframe side of technical support.
- Generate, tune, configure, and upgrade operating systems.
- Evaluate system performance.
- Assist in system disaster recovery.
- Support application activities that require specialized system programming.
- Assist in the integrity of data transmission to and from remote locations.
- Ensure that all distributed software, and distributed software problems are solved in a timely and efficient manner with minimal impact on field operations.
- Maintain current knowledge of technical innovations in mainframe, servers, LAN, WAN and personal computing.
- Implement, maintain and evaluate a variety of computer software packages for multiple hardware platforms.
- Test and evaluate new software packages; meet with vendors to share and acquire information; review products and assess applicability to County needs.
- Install computer operating system software; modify and install fixes to eliminate software problems and enhancements to maximize system effectiveness and efficiency; prepare necessary documentation.
- Authorize and set up new user access to the County's computer resources.
- Assist the Sr. Network Administrators in designing and managing the enterprise network including wide area and local area networks.
- Perform equipment installations and relocation as required to support the business needs of the enterprise.
- Provide planning and technical support for enterprise installations.
- Install terminals, modems and other equipment to support enterprise future business growth and the movement and/or expansion of enterprise units.
- Respond to problems called in and repair the malfunctioning equipment quickly.
- Perform at or above the enterprise's Information System performance standard.
- Fulfill departmental requirements in terms of providing work coverage and administrative notification during periods of personnel illness, vacation, or education.
- Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
- A broad range of information technologies including mainframe operating systems, and client/server computing environments, web technologies, imaging, operating systems (Windows 95, Windows NT/2000/XP Server, Unix), database systems (Oracle, MS SQL Server, Access), and local and wide area networks (TCP/IP, IPX/SPX, Ethernet, GigE, ATM, and Frame Relay).
- Routine software and business applications, including but not limited to, word processing, spreadsheets, presentation software, and databases.
- Advanced project management methods and techniques including work breakdown structure, estimating, scheduling, resource balancing, variance analysis, and critical path.
- Analytical and problem solving skills

- Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
- Two years of progressive experience in information systems and network technology, a directly related field or in the performance of similar duties and responsibilities. One year as a Network Administrator and technical support experience required. Two years experience in systems programming preferred.
- Equivalent to a bachelor's degree from an accredited college or university with major coursework in Business Administration, Information Technology, Computer Science or a related field.
- Certified Novell Administrator is required.
- Certified Novell Engineer certificate preferred.
