Landfill Gate Specialist
Provides directions to members of the public using County Landfill facilities, handle monetary transactions and provide professional customer service. Serves in a lead capacity over assigned staff and coordinates the landfill gate functions. The Landfill Gate Specialist is the advanced journey level class of the Landfill Gate Attendant series. This position is distinguished from other staff within the series by the performance of the more complex tasks assigned including the assistance in training of new employees on appropriate procedures and regulations. Provides direct support to supervisory staff. The Landfill Gate Specialist is not a flexible staffed position.

Knowledge, Skills, & Abilities:
- Receives general supervision from the Business Operations Manager of Solid Waste.
- Exercises indirect supervision over assigned staff.
- Provide lead accountability for other employees within work unit, which may include scheduling, assigning and reviewing work, instructing/training in work methods, and providing input into hiring and performance evaluation processes.
- Act as a resource or expert, providing technical guidance to less experienced staff.
- Handle the most complex issues including processing fees and charges and ensuring that refuse dumped at the landfill complies with rules and policies.
- Identify problems or potential solutions regarding Landfill Gate operations in order to assist management in development of policy or new procedures for more efficient operations.
- Unlock and open Landfill gatehouse to the public.
- Maintain records and appropriate logs.
- Greet members of the public using the County's landfill facilities and inspect contents of refuse to be dumped at the landfill.
- Collect and process related fees and charges and maintain appropriate records and logs.
- Direct members of the public to various dumping areas within the landfill depending upon the contents of their refuse.
- Watch for and notify appropriate landfill personnel of potential hazards including fires or toxic and flammable chemicals.
- Ensure that refuse dumped at the landfill complies with County rules and policies related to the landfill operations, provide assistance to other employees
- Secure and lock landfill gatehouse at closing time.
- Provide basic cash register, computer, printer, and modem troubleshooting.
- Order and maintain office supplies
- Perform other duties as appropriate or necessary for performance of the job.

- Scope and application of laws and regulations pertaining to Landfill programs.
- Department and County rules, regulations, policies, procedures, and standard operation procedures.
- Perform duties independently without close supervision.
- Provide professional customer service to clients and public.
- Operate cash register, calculator, and computer equipment as assigned.
- Communicate clearly and concisely, both orally and in writing.
- Learn and apply pertinent landfill rules and regulations.
- Follow written and verbal instructions.
- Supervise and mentor clerical gatehouse staff in a productive and positive manner.
- Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
- Two to three years of experience in a directly related field or in the performance of similar duties and responsibilities. Leadworker experience desired.
- High School diploma or GED required supplemented by some on the job training in landfill and cashier operation.
Must be able to:
- Walk on scales, climb on semi to measure load
- Climb over trailer hitch
- Climb on scales
- Occasionally direct traffic
STRENGTH: LIGHT - Exert up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects. Physical demands are in excess of those of Sedentary work. Light work usually requires walking or standing to a significant degree.
MOVEMENT: Occasionally 1/4 to 2 1/2 hours/day

- CLIMBING - Ascending or descending using feet and legs and/or hands and arms. Body agility is emphasized.
- STOOPING - Bending body downward and forward. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.
- CROUCHING - Bending body downward and for-ward by bending legs and spine.

- BALANCING - Maintaining body equilibrium to prevent falling on narrow, slippery, or erratically moving surfaces; or maintaining body equilibrium when performing feats of agility.

- HANDLING - Seizing, holding, grasping, turning, or otherwise working with hand or hands. Fingers are involved only to the extent that they are an extension of the hand.
- FINGERING - Picking, pinching, or otherwise working primarily with fingers rather than with the whole hand or arm as in handling.

WORK ENVIRONMENT: ENVIRONMENTAL CONDITIONS AND PHYSICAL SURROUNDINGS - EXPOSURE Frequently 2 1/2 to 5 1/2 hours/day
- NEAR ACUITY - Clarity of vision at 20 inches or less. Use this factor when special and minute accuracy is demanded.
- FAR ACUITY - Clarity of vision at 20 feet or more. Use this factor when visual efficiency in terms of far acuity is required in day and night/dark conditions.
- DEPTH PERCEPTION - Three-dimensional vision. Ability to judge distances and spatial relationships so as to see objects where and as they actually are.
- ACCOMMODATION - Adjustment of lens of eye to bring an object into sharp focus. Use this factor when requiring near point work at varying distances.
Constantly 5 1/2 to 8 hours/day
- NOISE - Exposure to constant or intermittent sounds or a pitch or level sufficient to cause mark ed distraction or possible hearing loss.
- VIBRATION - Exposure to a shaking object or surface. This factor is rated important when vibration causes a strain on the body or extremities.
- ATMOSPHERIC CONDITIONS - Exposure to conditions such as fumes, noxious odors, dusts, mists, gases, and poor ventilation that affect the respiratory system, eyes or, the skin.
- PLATFORM FOR MOVEMENT - Work requires walking on uneven surfaces, climbing or working on ladders, scaffolds or heavy equipment.
- EXPOSURE TO WEATHER - Exposure to hot, cold, wet, humid, or windy conditions caused by the weather.
