High Park Fire Recovery Manager
In consultation with the Directory of Recovery and the County Manager, responsible for coordinating county recovery efforts. The Recovery Manager has primary responsibility for seeking, monitoring, and reporting on State and Federal grant funding associated with recovery projects. This position will also serve as a point of contact for property owners, contractors, fire districts, members of the public, county staff and other agencies. Topics/issues that may fall under the coordination umbrella include rebuilding, debris removal, erosion control, revegetation, insurance, transportation (roads and flooding), human services assistance, wildfire mitigation, emergency response, and others as they arise.

- Assist with the assembly, direction and management of multidisciplinary teams comprised of professionals from several departments of the county, external consultants, members assigned from other governmental agencies, non-profit organizations, and the private sector in the development of plans, goals, objectives, and procedures for completion of the variety of tasks related to the recovery.
- Promote a customer-oriented approach for meeting the needs of affected property owners.
- Work closely with department heads to establish effective staffing and communication strategies to implement tasks and projects integral to the recovery
- Assist the Director of Recovery and the County Manager to develop and monitor a recovery schedule and budget.
- Review project proposals and plans to analyze eligibility for grant funding and consider time requirements and allotment of available resources to various phases of the recovery.
- Confer with project staff to outline work plan and to assign duties, responsibilities, and scope of authority including progress and cost reporting as required by funding agencies.
- Coordinate activities of recovery personnel to ensure projects progress on schedule and within prescribed budgets.
- Review status reports prepared by project personnel and modify schedule or plan as required.
- Coordinate intra- and interdepartmental matters necessary to expedite the projects.
- Assist with facilitating solutions and troubleshooting problems associated with designing, implementing, leading, and completing recovery projects.
- Provide summaries and progress reports on a regular basis to the Director of Recovery, County Manager, and Board of County Commissioners (BCC).
- Raise policy questions to Steering Committee and BOCC.
- Lead Recovery Steering Committee meetings when the Director of Recovery is not available.
- Coordinate with a citizen's committee to address long-term, unmet needs.
- Develop and maintain fire survivor contact data base, and contact data base of other individuals and organizations involved in recovery efforts.
- Make arrangements for meetings with recovery participants and/or fire survivors. Lead and/or participate in meetings as needed.
- Prepare and distribute meeting agendas, packets, and related materials; take, tape, transcribe, and distribute meeting minutes as appropriate.
- Establish and maintain recovery filing systems, files, and records; assemble information upon request; direct other employees in file maintenance procedures.
- Prepare and provide written articles and narrative for newsletters; prepare bulletins, brochures, publications, and marketing materials for departmental programs.
- Input financial, inventory or other related information into computer system; prepares reports from computer data.
- Tracking and reporting for projects and programs; prepare recovery project/program financial reports; maintain and reconcile recovery project/program cost reports; assist Director of Recovery and County Manager with financial information and attend to their queries regarding recovery project/program reports/budgets.
- Audit and process payment for various contracts and miscellaneous expenses.
- Monitor and report on the status of state and federal grants; review and audit grant contracts, amendments, and other documents to ensure grant compliance.
- Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
- Broad knowledge of the principles and practices of engineering, construction, and project management.
- Knowledge of project scheduling, tracking, and project budgeting and the ability to prepare budget documents, reports, and statistics.
- Considerable knowledge of professional standards and specifications as they relate to public works, public health, donation management, and other typical disaster recovery activities.
- Skill in understanding and responding to customer needs including an ability to work well with culturally diverse people.
- Ability to work from broad direction with limited supervision.
- Ability to organize information in a clear and logical format and organize activities in order to complete tasks in accordance with priorities to meet deadlines.
- Ability to adapt to interruptions, equipment failures, unusual demands, or changing priorities.
- Skill to communicate clearly and concisely, both verbally and in writing. Public speaking, presentation, and facilitation skills.
- Skill with accounting calculations including interest, percentage, decimals, and fractions and automated financial management systems.
- Knowledge and skill with generally accepted accounting principles and procedures, and including specific experience with program and cost reporting to FEMA and other disaster recovery agencies.
- Ability to establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
- Familiarity with Federal, State and local laws and regulations to accounting, budgeting, and audition work.
- Skill in the operation of a motor vehicle.
- Skill in the operation of office equipment such as personal computer (and applicable software programs), telephones, facsimile machine, calculator, etc.
- Ability to handle confidential information; read, analyze, and interpret common technical journals, financial reports, and engineering documents; interpret local, state and federal guidelines; read, understand, and apply technical manuals, complex analytical methods, and research reports.
- Ability to read and comprehend department and County rules, regulations, policies, and standard operating procedures.
- Five years of progressively responsible professional experience.
- Bachelor's degree from an accredited college or university.
- Possession of, or the ability to obtain, a valid Colorado Driver's License.
