Receives general guidance from the Chief Information Officer (CIO).
Exercises direct and indirect supervision of employees and functions within the Process Improvement Team, Business Analyst Team and Business Operations Group.
Exercises indirect supervision of Facilities and Information Technology Division.
Employee Management & Development - Assists the CIO in the design, implementation and management of processes for the evaluation of staff performance and the creation of training, mentoring, and assignments to increase their contributions in their existing positions and to enhance their potential for advancement. Manages and coaches direct reports in skills needed to effectively manage the employees on their teams and their own professional development. Manages and coordinates staffing tasks across reporting organizations including job descriptions, job posting, interviews, hiring, compensation, discipline, promotion, and development.
Strategic Planning - Assists the CIO in the creation and management of facilities, computing and information technology strategic plans, policies, programs, and schedules for business and financial reporting, computer services, network communications, and management information services to accomplish enterprise goals and objectives. Advises and assists the CIO on strategic systems conversions and integrations in support of business goals and objectives.
Business Relationship Management - Interact with County Executive Management on internal and external operations that are impacted by the capture, storage, processing and dissemination of information. Evaluate services and relationship to propose improvements in customer satisfaction and business effectiveness.
Budget Planning & Cost Management - Prepare enterprise objectives and budgets to facilitate the orderly and efficient capture, storage, processing, and dissemination of information. Provide leadership, planning, technical direction, communication and coaching skills to ensure meeting customer needs in the most cost effective manner.
Other Management & Operational Duties - This position may incorporate responsibilities of other positions such as those for: Service Manager, Infrastructure and Operations Manager, Security Officer, Process Improvement Manager, Business Manager, or others as deemed appropriate.
Develop goals and objectives for the Process Improvement, Business Analyst Teams and Business Operations Group in conjunction with supervisory staff;
Leads cross-functional and/or cross departmental projects and initiatives
Coordinates business plans and reviews project statuses.
Enterprise oversight in the implementation of process improvement methodologies including but not limited to ITIL, COBIT, Kepner Tregoe, Scrum, Six Sigma, Lean and others.
Audit deliverables produced by the process improvement team to verify that they align with the methodological approach to the project and that they further the progress of the project
Research ways to reduce costs and maximize reimbursement for services provided;
Develop and nurture a high level of trust and transparency with elected offices and internal divisions/departments through quality deliverables and effective communication.
Identify and justify resources needed to conduct and maintain project work with other Larimer County Departments; justify non-routine requests for resources submitted by supervisory staff.
Participate in various committees and boards related to enterprise activities and responsibilities. Solicits information from organizations outside of the County to improve internal procedures that may be advantageous to the enterprise.
Prepare and present, information to County Commissioners and other County administrative personnel concerning issues and requests related to enterprise efforts
Perform other duties as assigned or necessary for performance of the job.
