Performs highly responsible supervisory, administrative, and professional fiscal planning and management work in support of the Budget Office. Work involves directing and coordination of the County's annual budget and long-range planning, and directing the preparation of budget analyses and reports. Makes budget recommendations to the County Manager and Board of County Commissioners, prepares financial policies, and assists in the development of countywide programs and services inventory with goals, objectives, and performance measures.

- Receives general guidance from County Manager.
- Exercises direct and indirect supervision over assigned clerical, technical, and professional staff.
- Assign, direct, and supervise activities of assigned staff, ensuring adherence to established policies, procedures, and standards. Administer or make recommendations for routine personnel matters affecting subordinates including recruiting, interviewing, hiring, training, assigning work, scheduling work hours, granting leave, appraising performance, disciplining, and submitting such records and reports as required by County policies and procedures.
- Develop budget policies, guidelines, and procedures for the adoption, management, and administration of the budget including personnel costs budgeting and equipment replacement.
- Direct the development and maintenance of the financial reporting system to capture departmental expenditure and revenue budgetary data to provide historical and current financial data to the enterprise.
- Direct the formulation of countywide budget for the County Manager, Board of County Commissioners, and the public; prepare budget narratives describing the general economic climate, annual budget policies, budget features, annual budgetary changes, future trends, and other necessary topics.
- Act as a liaison between the County Manager, elected officials, and other agency directors; oversee the preparation of departmental budgets; provide advice and assistance concerning budget and management problems; make recommendations to County Manager and Board of County Commissioners regarding the County budget and long-term planning issues; develop proposed policies and recommendations to improve cost effectiveness, efficiency, and productivity.
- Direct the review of annual budget requests for compliance with budget guidelines, the preparation of reports and information for presentation to the County Manager, elected officials, Board of County Commissioners, and various other County groups.
- Review overall budgets and forecasts for adequacy of fund balances, financial soundness, and compliance with Colorado Revised Statutes; review and approve budget transfers; review and make recommendations regarding requests for budget revisions.
- Oversee the preparation and filing of all documents for budget adoption, supplemental budgets, appropriations, reserves and designations, County mill levy adoption, and other documents as needed; manage the development and publication of the Budget Book and Budget-in-Brief; manage production of budget and services videos.
- Schedule and conduct public hearings on the budget.
- Direct certain major countywide projects including, but not limited to, Enterprise Wide Financial, Budget and Human Resource Reporting, Capital Replacement Plan Salary and Benefit Projection System, Program Budgeting, and all other projects assigned.
- Serve as member of various committees, panels, and commissions; provide input based on expertise and observations to management briefings and formal board meetings, as appropriate.
- Respond to inquiries from the press and members of the public regarding financial matters.
- Direct the development and implementation of a budget skills training program for departmental employees.
- Determine annual budget calendar and requirements for departmental budget submittal.
- Manage the development of Divisional and Departmental program/service profiles and performance measures.
- Manage the annual certification of mill levies and revenue for tax districts (county, schools, cities, fire, etc.) to create the annual local tax roll.
- Serve as a member of Larimer County's senior management team; review and resolve internal issues; develop and implement strategic direction for the organization; attend County meetings to represent the division before the Board of Commissioners.
- Attend seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in field of budget administration; review professional journals, attend association and professional meetings, and otherwise maintain contacts with professionals to facilitate exchange of information.

- Proficiently perform desktop publishing and annual report creation.
- Exercise considerable tact and courtesy in contact with County officials, department heads, and the public.
- Utilize mathematical formulas to add, subtract, multiply, and divide; to calculate decimals and percentages; to interpret graphs; to compute discount, interest, profit and loss, ratio, and proportion, etc.; to perform calculations involving variables, formulas, square roots, and polynomials; and to review statistical calculations which include frequency distributions, reliability, and validity of tests, correlation techniques, factor analysis, and econometrics.

- Ten years of increasing responsible experience in governmental budgeting, financial analysis, or accounting administration and supervision or in performance or related duties.
- Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in Accounting, Business Administration, Economics, Finance, Public Finance, Systems Development, or a related field. A Master's Degree is preferred.
- Possession of, or ability to obtain, a valid Colorado Driver's License.
