Senior Environmental Health Spec
To direct the activities of an environmental health program that includes coordinating/working with potable water, food, wastewater, solid waste, air quality, zoonotic disease, emergency response, and public nuisance issues and to provide environmental health inspection, investigation, and follow up of more complex epidemiological issues as well as other environmental situations to ensure compliance with local and state health and safety codes.

- Receives general supervision from professional-level supervisor, Assistant Environmental Health Director, or the Environmental Health Director.
- Exercises direct and indirect supervision over professional and clerical staff.
- Provide lead accountability for other employees within work unit, which may include scheduling, assigning, and reviewing work; instructing/training in work methods; and providing input into hiring and performance evaluation processes.
- Monitor and perform complex investigations and records review of environmental health programs including, but not limited to, potable water, wastewater, air quality, solid waste, zoonotic disease, response to bio-terrorism and other emergency situations, and public nuisance situations to ensure compliance with applicable rules and regulations.
- Develop plans for emergency preparedness and response.
- Act as a resource or expert in program area, providing technical guidance to less experienced staff and the general public.
- Develop changes in program procedures; recommend changes in departmental policies for compliance with federal, state, and local regulations.
- Provide technical assistance with permits, record keeping, and compliance issues.
- Attend seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in field; review professional journals, attend association and professional meetings; and otherwise maintain contacts with professionals to facilitate exchange of information.
- May participate in various committees and boards related to program activities and responsibilities.
- Meet with County Commissioners and County Attorney regarding regulations and environmental health program matters as necessary.
- Schedule sample collections and prepare bills for fees.
- Coordinate with collateral agencies to complete sample collections and inspections in accordance with contracts.
- Review, approve, and monitor corrective action plans that involve transportation accidents and illegal dumping activities.
- Review a variety of reports and data; assign and prioritize work; and establish project deadlines.
- Participate in the environmental health emergency response program.
- May coordinate assignments, training, and inspections of schools and camps.
- Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
- Environmental health principles and practices including those involved in the air quality program, potable water and wastewater, institution and school programs, and food/drink establishments.
- Extensive knowledge of federal, state, and county laws and regulations pertaining to environmental health sanitation and communicable diseases.
- Policies and procedures for environmental health work in Larimer County.
- Software and business applications including, but not limited to, word processing, spreadsheets, presentation software, and databases.
- Department and County rules, regulations, policies, procedures, and standard operation procedures.
- Scope and application of laws and regulations pertaining to environmental health programs.
- Supervisory principles, procedures, and methods including selection, training, discipline, and evaluation.
- Perform duties independently without close supervision.
- Supervise and mentor professional and support staff in a productive and positive manner.
- Communicate clearly and concisely, both orally and in writing.
- Understand complex environmental site assessment reports, corrective action plans, and statistical data pertaining to various health programs.
- Multi-task, problem-solve, and coordinate several projects simultaneously.
- Organize material and present information clearly and concisely in verbal and written form.
- Analyze situations and information accurately and take effective action.
- Act as an official representative of the County in a professional manner with local, state, and national agencies and organizations.
- Effectively respond to conflict situations and people in conflict.
- Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
- Three years of experience in a directly related field or in the performance of similar duties and responsibilities.
- Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in Environmental Health, or a related field, with a minimum of one three-credit hour course in microbiology.
- Possession of, or ability to obtain, a valid Colorado Driver's License.
- Certifications and training required according to the assignment include: Water Systems Inspection Certification, Hazmat, Hazardous Operations Certification, Scentonter Certification, Visible Emissions Inspector Certification, sanitary survey training, and any other certification and/or training needed to successfully complete the requirements of this job.
- Maintain continuing education hours annually, or as required.
