R&B Journey Operator I

An employee who operates a variety of heavy equipment and multi-axle trucks used in the repair, maintenance, and construction of native, gravel, and paved roads as well as the associated structures, and appurtenances. May be assigned to any work activity at any location in Larimer County at the discretion of the Road and Bridge Director. Employees in these classifications are expected to have moderate experience of the Larimer County Heavy Equipment Operators. Employees in these classifications operate the primary pieces of equipment satisfactorily. They must also be appropriately licensed and capable of productively operating the equipment included in their secondary category with minimal training.

Journey Heavy Equipment Operator I:

  • Primary: Self-Propelled Sheepsfoot Compactor.
  • Secondary: All equipment types included in lower classified positions (Apprentice Heavy Equipment Operator Series.)

  • Receives direct supervision from team leaders.
  • Receives indirect supervision from Group Managers.
  • May exercise direct and indirect supervision over lower level field operations personnel.

Essential Functions:

  • Comply with applicable safety regulations and procedures.
  • Ensure all work meets departmental expectations.
  • Ensure compliance with project rules, procedures, applicable laws, and regulations.
  • Establish and maintain positive and effective working relationships with those contacted in the performance of required duties.
  • Operate heavy construction equipment as assigned.
  • Plow snow and participate in snow and ice control activities.
  • Subject too non-restrictive call back 24 hours a day, 365 days of the year for situations including, but not limited to, snow plowing, wild-land fires, floods, and other occurrences.
  • Support departmental vision, mission, goals, objectives, policy, and procedures.
Specific Essential Functions:
  • Required essential functions of Apprentice Operator as well as:
  • Determine proper distance, height, and location of signs.
  • Determine speed and direction of machine, based on knowledge of compressibility of material under changing soil types, moisture contents, and temperatures.
  • Drive machine in successive overlapping passes over surface to be compacted.
  • Drive static, vibratory, or rubber-tired compactor (roller) to compact earthen fills and subgrades to specifications preparatory to the maintenance and construction of highways, streets, and other embankments.
  • Fabricate traffic control and related signs as needed.
  • Inspect signs and determine what repairs need to be made; identify necessary materials and equipment to complete the task.
  • Maintain routine records of time and materials used.
  • Must use personally assigned County equipment for business purposes and commuting. (Sign and Striping Team Assignment Only)
  • Operate and maintain traffic control equipment including traffic striping machines.
  • Participate in the painting of lane strips, crosswalks, railroad crossings, stop bars, and bike lanes.
  • Perform skilled and semi-skilled tasks involving the preparation, installation, and maintenance of traffic control devices.
  • Prepare and maintain reports on vandalism and update the RIMS sign file; update information on the computer as appropriate.
  • Push hand roller and pounds surfaces, using hand tamper or guides portable power roller over areas not accessible to road roller.
  • Respond to emergency calls regarding damaged or missing signs.
  • Set up and remove barricades, cones, and warning signs as work requires.
  • Start engine, shift gears, press pedals, push throttle, and turn steering wheel (or push yoke) to perform driving functions. Move levers to perform operating functions.
  • Train, guide, and assist seasonal staff providing assistance in the maintenance and installation of signs.
Other Duties:
  • Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
Knowledge of: Principals and practices of:
  • Applicable Code of Federal Regulations.
  • Applicable Colorado Revised Statutes and Regulations.
  • Computer programs used including, but not limited to: GroupWise E-mail; Internet Explorer; Microsoft Project Pentium PC; MS Word; MS Excel; and MS Windows XP is desired.
  • Construction and realignment earthwork.
  • Geography of the County street and road system.
  • Gravel and native surface roadway maintenance, repair, and construction.
  • Manual of Uniform Traffic Control Devices.
  • Methods, materials, tools, and techniques used in the installation, maintenance, and repair of signs and pavement markings.
  • Mine Safety and Health Administration Regulations.
  • Occupational hazards and standard safety precautions necessary in the performance of assigned duties.
  • Pertinent traffic codes, laws, statutes, and regulations.
  • Record keeping and reporting procedures.
  • Roadside drainage systems.
  • Roadway structures maintenance, repair, and construction.
  • Safe work practices and work zone traffic safety.
  • Snow and ice control.
  • Street/highway maintenance, repair and construction, and work zone practices.
  • Use and care of equipment used in the performance of job tasks.

  • Read, interpret, and apply written directives including manual provisions.
  • Read and interpret blueprints and construction drawings.
  • Read, write, and speak to communicate effectively in U.S. English per 49 C.F.R. 391.11(b)(2).
  • Respond appropriately to public inquiries and complaints.
  • Train, guide, and assist seasonal staff in the performance of job tasks.
  • Update and maintain specific files on work activities; input data on a computer system.
  • Use assigned equipment in the performance of assigned duties.
  • Work independently in the absence of supervision and make independent decisions.
  • High school diploma or equivalent. Each year of relevant progressively more responsible experience in the highway/street construction or maintenance field may be substituted for one year of the education requirement.
  • High School Diploma or GED Preferred.
  • Three years of heavy equipment operating experience in the road maintenance/road construction industry including asphalt roadway construction or maintenance, roadway structure construction or maintenance, road drainage structure construction or maintenance, roadside drainage systems, production of aggregate materials, hauling and placing of roadway maintenance and construction materials, and work zone practices.
  • Possession of and ability to maintain a Colorado Class "B" CDL Driver's License with air brake, Haz-Mat, and tanker endorsements without "K" or "NTT" restriction.
  • Possession and ability maintain a DOT Medical Certificate.
  • Ability to obtain a Colorado Flaggers Certification within six months of employment.

Physical Requirements:

  • Must be capable of negotiating flights of stairs to reach upper story offices.
  • Ability to operate heavy equipment and a motor vehicle.
  • Must be able to lift, carry, drag, or push boxes or equipment up to 135 pounds.
  • Must be able to tarp loads, pull open a truck's hood and other equipment requiring 100 pounds of force.
  • Must be able use grease gun to lube equipment, use hand tools to service crusher, remove/replace guards and rails, requires upper body forces of up to 40 lbs.
  • Must be able to engage trigger on distributor and/or crack fill wand, use power tools and wire cutters requiring coupling forces up to 70 lbs.
  • Must be able to stoop, bend, stretch, twist, reach, kneel, squat, and balance repetitively.
  • Must be able climb ladders to get into and out of crusher and vehicle/heavy equipment.
  • Must be able to sit, stand, or walk for long periods of time.
  • Must be able to work in a day light and night environment.
  • Must be able to work outdoors in an extreme hot, cold, dry or wet environment.
  • Must be able to walk for long distances on uneven, sloped terrain in all weather conditions.
  • Must be able to work in hazardous or dangerous work areas or situations.
  • Must be capable of working under stressful situations including operation of equipment in bad weather or other difficult conditions (i.e. heights, limited head room).
  • Must have ability to concentrate on more than one task at a time and to make independent decisions.
  • Must have acceptable vision for computer duties, performing pre/post trip inspection, driving trucks, operating heavy equipment, shovel/raking roadway materials, setting up signs/cones, installing right-of-way fencing, maintaining bridges/guardrails/culverts/road-side drainage, operating the crusher plant, weed whacking and trimming trees..
  • Must have acceptable hearing to hear on the telephone and in public contacts.
  • Must have appropriate voice skills to be clearly understood on the telephone, radio, and in public contacts.
  • Must have fine and gross motor skills and full use of fingers, hands, and arms to perform computer or writing duties.
  • Must have good cognitive skills and awareness of work accuracy.
