Monitors and evaluates the quality of services provided to children and families served through the Department of Human Services families by providing systematic monitoring, evaluation, and tracking of contracts, billing, audits, and financial transactions. Coordinates service delivery systems; ensures provider compliance with contractual and statutory obligations.

Knowledge, Skills, & Abilities:
- Receives general supervision from the Social Casework Manager.
- Exercises indirect supervision over technical or clerical employees.
- Communicate or relay the information regarding compliance with policy or procedures related to cases to Social Caseworkers. Provide written reports to the supervisor and/or Deputy Division Manager regarding non-compliance.
- As necessary terminate CORE program services if a caseworker fails to submit the required documents or comply with other requests.
- Act as a resource or expert in program area providing technical guidance to less experienced staff.
- Monitor placement and cost information of Core Services being provided to clients.
- Collaborate with caseworkers in determining the appropriate services and/or placement needs for children, youth, and their families.
- Monitor and evaluate providers to ensure that services are adequately provided for each child in accordance with federal, state, and County policies and standards of care; hold providers accountable through conducting audits and site visits to monitor service delivery and contract compliance.
- Identify and track problems with providers to ensure improvement or resolution.
- Complete internal case specific audits to assist with monitoring compliance with Federal Child Welfare Outcomes, agency trends, and performance related issues.
- Prepare quarterly reports for the various grants within the Division.
- Develop and implement procedures to enhance and increase internal and external efficiency and customer care; develop and train staff in utilizing documentation tools.
- Assist team members in problem solving day-to-day operation and program issues.
- Monitor computer data entry for accuracy and completeness in accordance with established processes and procedures.
- Complete outcomes for various programs in order to assist in decision making regarding funding and overall effectiveness of the service.
- Make recommendations regarding program and division funding, budget, processes, procedures, and programs.
- Document and catalogue program policies, procedures, and processes.
- Act as the Children's Habilitation Residential Program (CHRP) Administrator.
- Identify and Track clients within the agency who meet the requirements for program enrollment and ensure compliance with the CHRP wavier.
- Act as a liaison between providers and child welfare staff.
- Participate in various committees, community programs, and boards related to program activities and responsibilities.
- Perform special studies and projects as assigned and required.
- Perform other duties as appropriate or necessary for performance of the job.
- Principles, practices, and objectives as related to quality assurance and outcome-based program evaluation.
- Scope and application of laws and regulations pertaining to Core Service programs and various state assistance programs.
- Basic budget management and resource allocation according to governmental standards and procedures.
- Comprehensive knowledge of software and business applications including, but not limited to, word processing, spreadsheets, presentation software, and databases.
- Communicate clearly and concisely, both verbally and in writing.
- Read and comprehend department and County rules, regulations, policies, and standard operating procedures.
- Write and review grant proposals.
- Organize material and present information clearly and concisely in verbal and written form.
- Perform duties independently without close supervision.
- Provide professional customer service to clients and public.
- Act as an official representative of the County in a professional manner with local, state, and national agencies and organizations.
- Apply policies and procedures according to federal, state, and County regulations.
- Accomplish the assigned workload in a timely manner and meet established performance standards and objectives.
- Negotiate and manage contracts for service.
- Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
- Two years of experience in a directly related field or in the performance of similar duties and responsibilities such as public administration, program development, or human services.
- Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in Business or Public Administration, or a human services related field.
- Possession of, or ability to obtain, a valid Colorado Driver's License.
