Description

Manages and administers operations of Larimer County parks and/or open lands under and supervision of the direction of the Department of Natural Resources Director. Provides overall direction daily operations including public information, regulation enforcement, and environmental and interpretive services for park visitors, and mechanical and facility maintenance and natural resource management of Larimer County Department of Natural Resources.

Duties

  • Receives immediate supervision from the Natural Resources Director.
  • Exercises direct and indirect supervision over Natural Resources Manager Visitor Services.
  • May exercises direct and indirect supervision over park and/or open lands rangers, maintenance staff, and other assigned personnel.
  • Provide information and make policy and procedure recommendations to the Natural Resources Director.
  • Provide input to the Natural Resources Director for, and administer the budget for, assigned parks and/or open lands.
  • Evaluate, determine, and recommend resources needed for appropriate management of parks and/or open lands.
  • Recommend, through the budget process, the quantity and types of routine construction, and capital equipment needed.
  • Plan, assign, and direct the purchases of inventory and restocking of supplies and materials; develop and implement procedures to maintain security of supplies, fuel, equipment, and facilities; in cooperation with the Purchasing Department, develop, prepare, and maintain purchasing records and reports.
  • In cooperation with consultants, County engineers, or project managers, estimate or assist in development of estimates for costs to perform development, construction, management, and/or maintenance projects for parks and/or open lands.
  • In cooperation with the Natural Resources Director and other managers and staff, engineers, and/or project managers, participate in planning, organizing, overseeing, and reviewing maintenance and construction of County parks and open lands located within assigned area(s). May estimate and schedule work to be done, directing work assignments to department staff, and ensuring that equipment and supplies are available, including proper safety equipment.
  • Cooperate and coordinate with other department managers and staff, private contractors, and other agencies in planning and implementing facility and resource management programs.
  • In cooperation with the Board of County Commissioners, the Parks Advisory Board, the Open Lands Advisory Board, the Director, and other managers and staff, participates in identifying acquisition priorities and evaluating lands acquired through the County open lands program, and participates in the development of land management recommendations and guidelines.
  • Manages park permit revenue sales and collections of assigned staff within assigned park (s).
  • In cooperation with the Director and other managers, develop goals and objectives, plan, organize, and coordinate assigned staff functions, and make recommendations for long-range planning and direction for assigned park and/or open lands.
  • Serve as a member of department management team; review and resolve internal issues; develop and implement strategic direction for the organization; attend County meetings to represent the department.
  • Exercise direct, first-level supervision of positions, employees, operations, and activities within the Park Ranger group; may include coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status, and disciplinary action, evaluating performance independently or in conjunction with a higher-level supervisor/manager, and approving time off.
  • Work with Volunteer Coordinator to obtain volunteers as needed.
  • In cooperation with the Director, other managers and staff, and the Sheriff's Department, represent and safeguard the values and priorities of the department in establishing park regulation enforcement policies, procedures, and regulations, and coordinates all park law enforcement functions with the Sheriff's Department.
  • Ensure public safety of parks, trails, and open lands; investigate and resolve difficult public complaints.
  • Coordinate activities with other department programs, County and other public agencies, park visitors, and the community; represent the Department of Natural Resources on boards, committees, and organizations as required.
  • May act in the absence of the Director as assigned.
  • Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
  • Principles and practices of effective park and open lands visitor management.
  • Principles and practices of natural resource management and environmental stewardship including the knowledge of ecological systems and integration of vegetation, hydrology, and wildlife resource management.
  • Principles, practices, and objectives of recreation and parks planning, development, management, and administration.
  • Federal, state, and County laws, regulations, and policies regarding all aspects of park management.
  • Principles of building and facility maintenance.
  • Methods, materials, techniques, tools, and the operational characteristics of mechanical equipment used in park and open lands maintenance, facility repair and construction, and related vehicle and equipment repair.
  • General methods, tools, materials, and equipment used in parks and open space management.
  • Hazards associated with the work and proper safety precautions.
  • Security methods and techniques related to parks operations.
  • Record keeping and reporting procedures.
  • Principles and practices of organization, administration, budget, and personnel management.
  • Supervisory principles, procedures, and methods including training, discipline, selection, and evaluation.
  • Manage natural resources of the assigned parks and open lands in a manner that will enhance ecosystem sustainability.
  • Organize and implement daily operations in assigned parks and open lands.
  • Oversee the safe and efficient operation of a variety of equipment used in ranger and maintenance activities.
  • Establish and maintain effective, cooperative work relationships with the public visiting the parks, staff, public groups and organizations, government officials, and related agencies.
Qualifications:
  • Demonstrate commitment to providing effective and efficient customer service to the public and staff or other involved persons; demonstrate sense of fairness, honesty, practicality, and long-range vision.
  • Adapt appropriately to particular circumstances and handle stress effectively.
  • Make immediate important decisions in emergency situations.
  • Communicate clearly and concisely, both verbally and in writing.
  • Develop, prepare, and administer budget for assigned parks and open lands.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
  • Five years of experience in a directly related field or in the performance of similar duties and responsibilities.
  • Equivalent to a Bachelor's degree from an accredited college or university with major coursework in Park Administration, Natural Resource Management, Recreation Resources, Landscape Architecture, Public Administration, or a related field.
  • Possession of, or ability to obtain, First Aid and CPR certifications within six months of hire.
  • POST Certification Level One Peace Officer.
  • Possession of, or ability to obtain, an appropriate, valid Colorado driver's license.
