Description

Performs the primary duties for a portion of the County's planning function in one of several areas including development review, land use code administration, or long-range planning. Performs responsible, difficult, and professional planning work. Assists the supervisor in providing staff support to the Chief Planner, Director of Planning and Building Services, Board of County Commissioners, the Planning Commission, and other boards as assigned.

Duties

  • Receives general supervision from a Principal Planner.
  • May exercise indirect supervision over lower-level professional or administrative staff.
  • Accept, review, and evaluate various land use applications; prepare and present staff reports, including analysis and recommendations.
  • Apply the Larimer County Land Use Code in a manner consistent with County policies and procedures.
  • Assist in the analysis and drafting or refinement of land use regulations and procedures.
  • Assist in the development and updating of the County Master Plan and Area Plans, including implementation strategies and action steps to achieve plan goals.
  • Assist in the development and execution of methods to monitor and evaluate the effectiveness of adopted regulations, procedures, plans, programs, and strategies.
  • Conduct complex planning studies on a wide range of subjects including, but not limited to, land use, zoning, population and economic trends, natural resource protection, housing needs and affordability, and growth management.
  • Conduct meetings involving the general public, special interest groups, County staff, County boards and commissions, and any others as assigned.
  • Coordinate planning activities with other Federal, State, and County departments and divisions, and with outside agencies.
  • Respond to requests for information from citizens, developers, and others for a wide variety of inquiries including, but not limited to, County plans, policies, procedures, regulations, and pending development and building permit applications.
  • Negotiate with developers and customers to protect environmental concerns, including natural resources, wetland, and wildlife habitats; review development proposals as needed to ensure compliance with County Environmental Regulations.
  • May assist in writing grant applications and monitoring funds for appropriate use.
  • Perform special studies and projects as assigned and required.
  • As assigned, serve as staff to the Board of County Commissioners, Planning Commission, Board of Adjustment, and other commissions and committees, including preparation of reports and recommendations.
  • Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
  • Principles and practices of urban planning and land use regulations.
  • Group process, group dynamics, meeting facilitation, negotiation, mediation, and group problem-solving principles and techniques.
  • Operation of standard office equipment including fax machines, copiers, and computers.
  • Routine software and business applications including, but not limited to, geographic information systems, building and planning software, word processing, spreadsheets, presentation software, and databases.
  • Specific technical subject matter as may be required to fulfill the job duties assigned to a given staff position including, but not limited to, land use planning, historic preservation, landscape architecture, natural resource ecology, or site planning.
  • Department and County rules, regulations, policies, procedures, and standard operating procedures.
  • Communicate clearly and concisely, both verbally and in writing.
  • Read and comprehend department and County rules, regulations, policies, and standard operating procedures.
  • Correctly apply relevant laws, regulations, intergovernmental agreements, plans, policies, and procedures.
  • Collect and analyze data, develop routine plans and reports, and make recommendations.
  • Effectively and efficiently perform development review and/or long range planning functions.
  • Effectively respond to conflict situations and people in conflict.
  • Provide professional customer service to clients and public.
  • Accomplish the assigned workload in a timely manner and meet established performance standards and objectives.
  • Read and research elected official office documents such as records, plats and maps.
  • Advanced urban planning principles and practices, particularly with regard to land development, development review, code administration, land use planning, property rights, master planning, site planning, natural resource protection, and growth management.
  • Organization and functions of the various entities and agencies involved in the land development and planning process.
  • Prepare complex land use regulations and formulate land use policy recommendations.
  • Evaluate regulations, plans, programs, procedures, and strategies and make recommendations for improvements.
  • Perform duties independently without close supervision.
  • Write and review grant proposals.
  • Effectively manage assigned projects.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
Qualifications:
  • Three years of progressively responsible experience in urban planning or in the performance of similar duties and responsibilities; at least two years of experience comparable to that of a Planner I in Larimer County
  • Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in Urban Planning, or a related field. Equivalent to a Master's Degree from an accredited college or university with major coursework in Urban Planning, or a related field preferred.
  • Additional training in specific technical areas may be required to fulfill the job duties assigned to a given position, e.g., landscape architecture, natural resources protection, land use planning, site planning, land use code administration, etc.
  • Possession of, or the ability to obtain, AICP (American Institute of Certified Planners) certification is highly desirable.
  • Possession of, or ability to obtain, a valid Colorado Driver's License.
