Description

Performs professional and technical tasks related to the acquisition and disposition of County land, road and trail, rights-of-way, open space and park projects, and other County land projects.

Duties

The following statements are illustrative of the duties and responsibilities of the job. The organization retains the right to modify or change the duties and responsibilities of the job at any time.  

  • Receives general supervision from the Senior Land Agent.
  • May exercise direct and indirect supervision over lower level technical and clerical staff.
  • Research and maintain records and reports on the status of County lands, easements and leases.
  • Perform a variety of tasks related to title search and title clearance for acquisitions of or interest in real property.
  • Recommend, order, and review appraisals, environmental audits, title searches, surveys, or other work necessary for the acquisition of or interest in real property. Perform market evaluations.
  • Negotiate and prepare written agreements on behalf of the County for the acquisition of leases, easements or fee simple title for open space lands, trail and/or road, rights-of-way, water rights, land trades, or other real estate from property owners.
  • Respond to public inquiries and requests regarding acquisitions of rights-or-way, easements, open space, parks, trails, and leases. Notify landowners of County survey crew activities.
  • Coordinate with other agencies, County departments, and County Attorney in acquisitions of property. Follow all applicable Federal and State procedures in acquiring property for federally funded projects.
  • Provide technical assistance to property owners in coordination with the Open Lands Manager and the County regarding acquisition proceedings, title clearance, development rights, or other acquisition related issues.
  • Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
  • Principles and practices of real estate acquisition, appraisal, and title work.
  • Practices and terminology of construction materials, surveying, and mathematical computations.
  • Applicable federal, state, and local laws, regulations, and policies related to fee simple acquisitions, easements, rights-of-way, real estate titles, eminent domain, and other technical, legal, and financial activities.
  • Perform technical acquisition work of a complex nature with a minimum of supervision.
  • Properly interpret legal descriptions of property and make appropriate decisions in accordance with laws, regulations, and policies.
  • Communicate clearly and concisely, both verbally and in writing.
  • Act as an official representative of the County in a professional manner with local, state, and national agencies and organizations.
  • Read and research elected official office records, plats and maps.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
Qualifications:
  • Two years of experience in a directly related field or in the performance of similar duties and responsibilities.
  • High School Diploma or GED required, supplemented by additional course work in Real Estate or a closely related field is desirable.
  • Possession of, or ability to obtain, a valid Colorado Driver's License.
  • Possession of a valid certification as a Senior Right-of-Way Agent, Appraiser, or Real Estate Broker is desirable.
