Jail Control Room Specialist I

Description

Controls access to and movement within the Jail. Screens all incoming personnel. Monitors visually and auditorialy all activities within the Jail. Monitors fire alarms. Operates the CCIC/NCIC computer system.

Duties

The following statements are illustrative of the duties and responsibilities of the job. The organization retains the right to modify or change the duties and responsibilities of the job at any time.  
  • Receives immediate supervision from supervisor or sworn personnel.
  • Exercises no supervision.
  • Both visually and auditorialy monitor activities throughout the facility via closed circuit cameras and intercoms.
  • Control inmate and public access and movement into and within the facility.
  • Operate jail security doors by means of remote control.
  • Utilize packsets and base radio to relay messages and ensure communication between personnel is received and understood; ensure all communications are brief, concise, and clear by using proper grammar.
  • Utilize public address system to verbally notify persons without radios, make general announcements, and announce emergencies, as appropriate.
  • Maintain master keys and other duplicate keys in control room and monitor their use by authorized personnel via a key log.
  • Operate CCIC/NCIC computer for teletypes, queries, entries, and cancellations of records related to vehicles, persons, or articles of interest.
  • Ensure all equipment is operable; report maintenance problems.
  • Answer telephones and take independent action as necessary.
  • Monitor fire annunciator spelling status board and deal with any alarms as necessary.
  • Perform extensive computer work and a variety of other clerical duties as required.
  • Brief oncoming Jail Control Room Specialists concerning activities during previous shift.
  • Maintain accuracy, confidentiality, and security of all records and work area.
  • Communicate effectively and coherently with inmates, professional visitors, and the public by providing information and directions.
  • Conduct visual and audio surveillance of inmates for extended periods of time.
  • Maintain inventory of supplies, equipment, and forms.
  • Establish and maintain effective working relationships with a diverse population to include inmates, criminal justice agency personnel, other County employees, representatives of other agencies and organizations, and members of the community.
  • Perform a variety of clerical tasks such as maintaining accurate records, report preparation, and answering telephones.

Knowledge, Skills, & Abilities:

  • Correct English usage, spelling, punctuation, and grammar.
  • Routine software and business applications including, but not limited to, word processing, spreadsheets, presentation software, and databases.
  • Operation of standard office equipment including fax machines, copiers, and computers.
  • Learn to operate security and communications equipment.
  • Type 35 words per minute.
  • Work under stress and exercise good judgment in emergency situations.
  • Understand and carry out verbal and written directions.
  • Accurately assess situations and people.
  • Communicate effectively verbally, in writing, and via various forms of electronic media.
  • Use office automation systems including basic proficiency with computer applications such as e-mail, word processor, and spreadsheet and database look-up and/or entry.
  • Work a rotating shift schedule to include weekends, holidays, days, and nights.

Qualifications:

  • Some experience in a related field with the performance of similar duties and responsibilities preferred.
  • High School diploma or GED required.

Physical Requirements:
Must be able to:

  • Sit for up to 4 hours at a time.
  • Get into and out of a chair repeatedly.
  • Stoop, bend, stretch, twist, reach, kneel, crawl, squat, climb, and balance.
  • Push or pull to manually open or shut heavy doors  requiring up to 25# of force.
  • Work in hazardous or dangerous work areas or situations.
  • Walk and stand occasionally.
  • Extinguish small fires by using a fire extinguisher or other appropriate means.

STRENGTH: MEDIUM - Exert up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force constantly to move objects.

MOVEMENT: Constantly - 5 ½ to 8 hours/day

  • BALANCING - Maintaining body equilibrium to prevent falling on narrow, slippery, or erratically moving surfaces; or maintaining body equilibrium when performing feats of agility.
  • STOOPING - Bending body downward and forward. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.
  • KNEELING - Bending legs at knees to come to rest on knee or knees.
  • CROUCHING - Bending body downward and for-ward by bending legs and spine.
  • CRAWLING - Moving about on hands and knees or hands and feet.
  • REACHING - Extending hand(s) and arm(s) in any direction.
  • HANDLING - Seizing, holding, grasping, turning, or otherwise working with hand or hands. Fingers are involved only to the extent that they are an extension of the hand.
  • FINGERING - Picking, pinching, or otherwise working primarily with fingers rather than with the whole hand or arm as in handling.
  • FEELING - Perceiving attributes of objects such as size, shape, temperature, or texture, by touching with skin, particularly that of fingertips.

AUDITORY: Not Limited

  • TALKING - Expressing or exchanging ideas by means of the spoken word. Talking is important for those activities in which workers must impart oral information to clients or to the public, and in those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • HEARING - perceiving the nature of sounds. Used for those activities which require ability to receive detailed information through oral communication, and to make fine discriminations in sounds, such as when making fine adjustments on running engines.

VISION: Required

  • NEAR ACUITY - Clarity of vision at 20 inches or less. Use this factor when special and minute accuracy is demanded.
  • FAR ACUITY - Clarity of vision at 20 feet or more. Use this factor when visual efficiency in terms of far acuity is required in day and night/dark conditions.
  • DEPTH PERCEPTION - Three-dimensional vision. Ability to judge distances and spatial relationships so as to see objects where and as they actually are.
  • ACCOMMODATION - Adjustment of lens of eye to bring an object into sharp focus. Use this factor when requiring near point work at varying distances.
  • COLOR VISION - Ability to identify and distinguish colors.
  • FIELD OF VISION - Observing an area that can be seen up and down or to right or left while eyes are fixed on a given point. Use this factor when job performance re-quires seeing a large area while keeping the eyes fixed.

WORK ENVIRONMENT:
ENVIRONMENTAL CONDITIONS AND PHYSICAL SURROUNDINGS - EXPOSURE Constantly - 5 ½ to 8 hours/day

  • NOISE - Exposure to constant or intermittent sounds or a pitch or level sufficient to cause mark ed distraction or possible hearing loss.
  • CONFINED/RESTRICTED WORKING ENVIRONMENT - Work is performed in a closed or locked facility providing safety and security for clients, inmates, or fellow workers.

EQUIPMENT UTILIZED

  • Office equipment such as computer, projector, copier, fax etc.
