County Offices are also closed on Friday, November 27 while the Courts, District Attorney, Landfill, Household Hazardous Waste, and Recycle Center are open. Critical services at Larimer County will not be disrupted by this closure.

Hazardous Waste Technician

Performs technical work related to the Larimer County Household Hazardous Waste program and Larimer County Government inter-departmental hazardous waste disposal. Interacts respectively with regard to household and County interdepartmental hazardous waste disposal issues, manages applicable environmental records, and maintains the Larimer County Household Hazardous Waste Collection facility.

  • Receives general direction from the Larimer County Hazardous Waste Manager.
  • May exercise indirect supervision over assigned staff.
  • Provide customers service at the Household Hazardous Waste collection facility.
  • Screen and accept household hazardous waste from program participants.
  • Properly identify, classify, inventory, and store household hazardous waste accepted at the county Household Hazardous Waste facility.
  • Keep the collection facility clean and maintain an appropriate level of hygiene.
  • Perform chemical tests to identify unknown household hazardous waste.
  • Consolidate household hazardous waste through the use of lab-packing and loose-packing methods.
  • Bulk various waste materials by pouring off materials into drums or through the use of a commercial can crusher.
  • Assume responsibility and serve as technical advisor to hazardous material incidents at the landfill
  • Clean up spills according to Health and Safety standards.
  • Prepare waste for transport and disposal.
  • Manage the Drop and Swap program.
  • Assist in developing and implementing new operational procedures.
  • Assist with public education.
  • Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
  • Chemistry and Toxicology.
  • Scope and application of laws and regulations pertaining to the following programs Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Superfund Amendment and Re-authorization Act (SARA), Hazardous Waste Transportation Act (HWTA), Toxic Substance Control Act (TSCA), Clean Water Act (CWA), Clean Air Act (CAA), Uniform Fire Code (UFC), Occupational Health and Safety Regulations (OSHA), Department of Transportation Regulations (DOT), and State Oil Regulations.
  • Understand and interpret federal and state regulations dealing with hazardous waste management.
  • Communicate clearly and concisely, both verbally and in writing.
  • Interact with the public in a professional manner.
  • Prepare and maintain clear, accurate records and concise reports.
  • Work Saturdays on an as needed basis.
  • Review household hazardous waste handling procedures and make recommendations for correcting deficiencies.
  • Safely handle, bulk, store, and oversee shipment of household hazardous waste.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
  • One year of experience in a directly related field or in the performance of similar duties and responsibilities.
  • Equivalent to a Bachelor's degree from an accredited college or university with major coursework in Chemistry, Environmental Health, Environmental Science, or a related field or an Associates degree in Hazardous Materials Technology.
  • Possession of, and ability to obtain, a valid Colorado Drivers License.
  • Possession of or ability to obtain OSHA 40-hour Hazardous Waste Operations Certification.
Physial Requirements:
Must be able to:
  • Lift, carry, transfer, push, or pull up to 85 lbs.
  • Be fit tested to wear a respirator.
  • Use hand tools with moderate amount of force (open lids).
  • Operate forklift, pallet jack, drum dolly.
  • Stand or walk frequently.
  • Wear PPE including safety glasses, Tyvec suit, and gloves.
  • Annual respirator.
  • Pass pre-employment test.
  • HEAVY - Exert up to 100 lbs. of force occasionally, and/or up to 50 lbs. of force frequently, and/or up to 20 lbs. of force constantly to move objects.
MOVEMENT - Frequently 2 1/2 to 5 1/2 hours/day
  • CLIMBING - Ascending or descending using feet and legs and/or hands and arms. Body agility is emphasized.
  • BALANCING - Maintaining body equilibrium to prevent falling on narrow, slippery, or erratically moving surfaces; or maintaining body equilibrium when performing feats of agility.
  • STOOPING - Bending body downward and forward. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.
  • KNEELING - Bending legs at knees to come to rest on knee or knees.
  • CROUCHING - Bending body downward and forward by bending legs and spine.
  • REACHING - Extending hand(s) and arm(s) in any direction.
  • HANDLING - Seizing, holding, grasping, turning, or otherwise working with hand or hands. Fingers are involved only to the extent that they are an extension of the hand.
  • FINGERING - Picking, pinching, or otherwise working primarily with fingers rather than with the whole hand or arm as in handling.
  • FEELING - Perceiving attributes of objects, such as size, shape, temperature, or texture, by touching with skin, particularly that of fingertips.
AUDITORY - Not Limited
  • TALKING - Expressing or exchanging ideas by means of the spoken word. Talking is important for those activities in which workers must impart oral information to clients or to the public, and in those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • HEARING - perceiving the nature of sounds. Used for those activities which require ability to receive detailed information through oral communication, and to make fine discriminations in sounds, such as when making fine adjustments on running engines.
VISION - Required
  • NEAR ACUITY - Clarity of vision at 20 inches or less. Use this factor when special and minute accuracy is demanded.
  • FAR ACUITY - Clarity of vision at 20 feet or more. Use this factor when visual efficiency in terms of far acuity is required in day and night/dark conditions.
  • DEPTH PERCEPTION - Three-dimensional vision. Ability to judge distances and spatial relationships so as to see objects where and as they actually are.
  • ACCOMMODATION - Adjustment of lens of eye to bring an object into sharp focus. Use this factor when requiring near point work at varying distances.
  • FIELD OF VISION - Observing an area that can be seen up and down or to right or left while eyes are fixed on a given point. Use this factor when job performance re-quires seeing a large area while keeping the eyes fixed.
Work Environment:  Environmental Conditions and Physical Surroundings - Exposure - Frequently 2 ½ to 5 ½ hours/day
  • EXPOSURE TO WEATHER - Exposure to hot, cold, wet, humid, or windy conditions caused by the weather.
  • EXTREME COLD - Exposure to non weather-related cold temperatures.
  • EXTREME HEAT - Exposure to non weather-related hot temperatures.
  • WET AND/OR HUMID - Contact with water or other liquids; or exposure to non weather-related humid conditions.
  • NOISE - Exposure to constant or intermittent sounds or a pitch or level sufficient to cause mark ed distraction or possible hearing loss.
  • VIBRATION - Exposure to a shaking object or surface. This factor is rated important when vibration causes a strain on the body or extremities.
  • ATMOSPHERIC CONDITIONS - Exposure to conditions such as fumes, noxious odors, dusts, mists, gases, and poor ventilation that affect the respiratory system, eyes or, the skin.
  • PLATFORM FOR MOVEMENT - Work requires walking on uneven surfaces, climbing or working on ladders, scaffolds or heavy equipment.
