Financial Services Division Dir
Serves as Chief Financial Officer for the County. Administers and performs a variety of complex professional and technical functions necessary to maintain the financial operations and systems of the County. Manages the Accounting and Reporting, Accounting Operations, Purchasing, and Risk Management Departments, as well as debt financing and sales tax functions. Serves as the financial advisor to the Board of County Commissioners, County Manager, and other division/department directors.

Knowledge, Skills, & Abilities:
- Receives general direction from the Assistant County Manager.
- Exercises direct and indirect supervision over Finance department heads and Administration professional and clerical staff.
- Establish strategic division goals, policies, and operating procedures that are consistent with County policy; review and evaluate division effectiveness; implement changes that improve organizational performance and enhance services.
- Assign, direct, and supervise activities of assigned staff ensuring adherence to established policies, procedures, and standards; administer or make recommendations for routine personnel matters affecting subordinates including recruiting, interviewing, hiring, training, assigning work, scheduling work hours, granting leave, appraising performance, disciplining, and submitting such records and reports as required by County policies and procedures.
- Develop and manage the budget; review and approve expenditures.
- Provide direct and indirect supervision through subordinate supervisors of all positions, employees, and functions within the Financial Services Division; provide broad direction, oversee policy and procedure standards, and evaluate performance of supervisors, direct reports, and operations; conduct second-level review of performance evaluation; resolve pervasive and complex personnel problems.
- Develop and implement the County's debt financing program; research and analyze financing strategies and develop scenarios; coordinate the activities of the bond issuance team, contracting with bond professionals as needed; assist with the development of various legal and bond disclosure documents; coordinate investment of bond proceeds with County Treasurer; monitor compliance with bond covenants, and disclosure requirements.
- Serve as a member of Larimer County's executive management team; review and resolve internal issues; develop and implement strategic direction for the organization; attend County meetings to represent the division before the Board of Commissioners.
- Manage the County's sales tax program, including development of collection processes, monitoring tax trends, and allocation of tax proceeds to various County funds and projects.
- Ensure compliance with state and federal financial reporting and auditing requirements and generally accepted accounting principals (GAAP) as applicable to governments; direct the preparation of the Comprehensive Annual Financial Report (CAFR).
- Present issues and recommendations to the Board of County Commissioners on topics requiring policy direction; prepare financial analysis for a variety of issues.
- Spokesperson for division on all division issues and special projects as it applies to the County.
- Attend seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in field; review professional journals, attend association and professional meetings; and otherwise maintain contacts with professionals to facilitate exchange of information.
- Perform special studies and projects as assigned and required.

- Eight years of increasing responsible experience in governmental accounting and finance including debt administration, purchasing, and risk management, including at least five years in a supervisory capacity.
- Equivalent to a Bachelor's degree from an accredited college or university with major coursework in Accounting, Finance, Public or Business Administration, or a related field.
- Master's degree preferred.
- CPA or equivalent license preferred.
- Maintain continuing education hours annually or as required.
