Emergency Services Specialist I
Directs, coordinates, reviews, and participates in the provisions of emergency services activities relating to fire suppression, search and rescue, and hazardous materials containment. Performs equipment maintenance and specialized assignments in planning emergency services operations. This is an entry-level position within the Emergency Services Specialist series. This class is used as a training class for incumbents typically without prior or with little experience and knowledge in this field or area. Positions in this class work under immediate supervision while learning job tasks. Work is characterized by development of basic and routine skills and knowledge required to perform the job such as coordinating and participating in emergency services activities.

Knowledge, Skills, & Abilities:
- Receives immediate supervision from Emergency Services Coordinator/Sergeant or Emergency Services Specialist II acting as supervisor in the Sergeant's absence.
- Exercises indirect supervision over volunteer and paid emergency services personnel as assigned.
- Evaluate and determine appropriate resources required for emergency services incidents.
- Direct, coordinate, supervise, and participate in emergency services activities.
- Plan and conduct in-service training for staff and volunteers.
- Provide education and information to public groups and agencies.
- Assist in the development of goals and objectives for the Emergency Services Operations Section.
- Inspect equipment and schedule for maintenance as needed.
- Conduct inventory of materials, supplies and equipment.
- Perform other duties as assigned or necessary for performance of the job.
- Proper and effective methods of deploying emergency services crews in accordance with anticipated and actual requirements.
- Organization and functions of the various agencies involved in emergency services.
- Sheriff's Office and County rules, regulations, policies, procedures, and standard operating procedures.
- Supervisory principles, procedures, and methods including selection, training, discipline, and evaluation.
- Analyze situations and adopt effective course of action.
- Perform emergency services activities.
- Use and maintain emergency services equipment and vehicles.
- Organize material and present information clearly and concisely in verbal and written form.
- Communicate clearly and concisely, both verbally and in writing.
- Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
- Supervise and mentor professional and support staff.
- Two years of search and rescue experience and four years of fire management experience.
- High School diploma or GED, supplemented by specialized courses in wildfire control, search and rescue, and emergency first aid.
- Possession of, or ability to obtain, a valid Colorado Driver's License.
- Qualification under NWCG standards to single resource crew boss for wild land fire suppression.
- Qualification under NWCG standards to the Type III Incident Commander Trainee to be obtained within 3 years.
- Community CPR and First Aid certified.
- May be subjected to caustic, flammable, or other hazardous materials.
- Must be able to pass the current NWCG physical fitness test at the arduous level.
- Must have acceptable eyesight to perform search and rescue and firefighting duties, drive a vehicle, and perform equipment maintenance duties.
- Must have appropriate voice skills to be clearly understood on the telephone, radio, and in public contacts; may be required to talk extensively on the telephone or radio.
- Must have acceptable hearing to hear well on the telephone, radio, and in public contacts.
- May be required to sit, stand, or walk for long periods of time.
- May be required to run for short distances.
- Must be able to stoop, bend, stretch, twist, reach, kneel, squat, and balance.
- Must be able to lift, carry, drag, or push.
- Must be able to engage in physically strenuous activities, including search and rescue and firefighting in all types of terrain, in dangerous situations, and during all types of weather.
- Must have fine and gross motor skills and use of fingers, hands, and arms to operate equipment and motor vehicles.
- May be required to climb ladders, enter small confined areas, and work in hazardous work areas.
- Must be capable of performing manual labor tasks (e.g., working hand and power tools).
- Must be able to work in inclement weather conditions.
- Must be capable of working under stressful situations.
- Must have good cognitive skills and awareness of work accuracy.
- Must have ability to concentrate on more than one task at a time and to make independent decisions.
- Cannot use any tobacco products on duty, on or off duty where easily visually recognized as an Agency employee, on or off duty while in an Agency vehicle, or anywhere on Agency grounds (including Detention Center and parking lots).
