Correctional Case Specialist II

Description

Supervises and monitors inmates or offenders placed under a court-ordered custody or alternative sentencing program. This is a journey level position within the Correctional Case Specialist series. This class is distinguished from Level I by the ability to complete all expected job tasks such as performing counseling or case management of inmates/offenders in an acceptable manner. All positions assigned to this class require the ability to work independently without immediate supervision. Positions in this class are flexibly staffed and may be filled by advancement after serving as a Correctional Case Specialist I for a period of three years and consistently receiving a standard or above on annual evaluations.

Duties

The following statements are illustrative of the duties and responsibilities of the job. The organization retains the right to modify or change the duties and responsibilities of the job at any time.
  • Receives general supervision from a department or program manager or supervisor.
  • Exercises indirect supervision over inmates/offenders and may exercise indirect supervision over clerical and/or professional staff.
  • In accordance with the parameters of the program, supervise and/or monitor inmates/offenders in a half-way house or work release facility, electronic home detention, day or weekend reporting program, off-site work crews, or in transporting juveniles or adults between detention facilities, courts, or work sites.
  • Perform case management work with assigned inmates/offenders including developing supervision plans, provide counseling and crisis intervention, and assist inmate/offender in financial management and problem resolution. Complete appropriate assessments. Compile statistical information. Complete collateral agency paperwork.
  • Conduct orientations to new inmates/offenders to explain facility and/or program rules and procedures.
  • Monitor inmate living and work areas; assign and supervise work assignments; supervise meal service.
  • Monitor the safety and security of facility and control of contraband including conducting searches of inmates/offenders and living areas, conducting security checks of facility, facility perimeter, windows, doors, and work areas, conducting checks of inmate possessions, mail, and visitors, and supervising visits.
  • Collect urinalysis samples, complete appropriate paperwork, and submit samples for drug testing; administer alcohol tests.
  • Maintain inmate/offender accountability by conducting periodic formal counts, checking inmates in/out of facility, conducting phone or on-site checks of inmate/offender locations, and conducting random monitoring of inmate activities. Conduct random home visits/searches as required.
  • Work with courts, probation, and other law enforcement agencies regarding inmate compliance with programs; coordinate with community agencies, employers, and related groups to facilitate employment, work projects, transportation, or community service commitments.
  • Investigate minor and major program violations; write incident reports; determine and carry-out appropriate sanctions up to, and including, revocation and return to a more secure detention facility; prepare reports and recommendations.
  • Receive and process inmate payments/funds, process fees, and balance accounts.
  • Monitor and dispense inmate medications.
  • Perform administrative and record keeping duties in support of program; document inmate/offender behavior and program activities; maintain inmate/offender records; process various billing and/or program and related agency documents.
  • Determine initial and on-going eligibility for programs including screening medical suitability for work programs; request and review criminal histories on incoming inmates/offenders.
  • Perform case management work with assigned inmates/offenders including developing supervision plans, providing counseling and crisis intervention, and assisting inmate/offender in financial management and problem resolution. Complete appropriate assessments. Compile statistical information. Complete collateral agency paperwork.
  • Coordinate and conduct inmate classes, services, and programs.
  • Process warrant requests for inmates who have failed to appear for programs.
  • Instruct or train new employees in work methods and program procedures.
  • Coordinate and perform special projects as assigned and required.
  • Testify in court or for the Parole Board as required.
  • Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
  • Principles, practices, and objectives as related to crisis intervention, conflict resolution, and security methods in an inmate/offender detention program.
  • Scope and application of laws and regulations pertaining to correctional facilities, inmate confinement, and/or alternative sentencing programs.
  • Practices and techniques of counseling and interviewing.
  • Court and criminal justice processes and systems.
  • Record keeping and reporting procedures.
  • Principles of human behavior.
  • Routine software and business applications including, but not limited to, word processing, spreadsheets, presentation software, and databases.  
  • Communicate clearly and concisely, both verbally and in writing.
  • Read and comprehend department and County rules, regulations, policies, and standard operating procedures.
  • Supervise inmates and organize large inmate groups to accomplish designated tasks.
  • Effectively respond to conflict situations and people in conflict.
  • Perform CPR and respond in a medical emergency.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
Qualifications:
  • Three years of experience in a directly related field or in the performance of similar duties and responsibilities.
  • Possession of, or ability to obtain, Adult CPR, First Aid and AED certification. 
  • Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in Sociology, Psychology, Criminal Justice, Human Services, Public Administration, or a related field.
