Inspects buildings and structures during various stages of construction and remodeling to assure compliance with approved plans, specifications, and applicable codes and regulations of county, state, and federal agencies.

  • Receives general supervision from the Chief Building Official.
  • Exercises no supervision.
  • Inspect residential and commercial buildings during construction for compliance with building codes and related ordinances.
  • Enforce building, development, and zoning requirements; issue official enforcement documents including, but not limited to, correction notices, stop-work orders, re-inspection notices, and final approvals.
  • Review construction plans of commercial, industrial, and residential building projects to determine that the builder is in compliance with the approved plans.
  • Confer with owners, contractors, architects, engineers, and explain and interpret requirements and restrictions of the building codes.
  • Make field inspection of wildfire and radon mitigation plans; review engineering and soils reports.
  • Ensure citizen compliance with county codes in order to enhance the safety and welfare of the community; investigate life/safety building code violations received from citizens or code enforcement; explain and interpret requirements and restrictions to customers.
  • Maintain computer records of field inspections and testify in court as needed in disputes related to permits and inspections.
  • Attend staff and professional meetings for training on customer service and updated codes.
  • Prepare reports and written correspondence; research latest codes and their interpretation.
  • Coordinate, reassign, and route out daily inspections to be most effective.
  • Research product listings with testing agencies to verify proper use of product.
  • Assist the Chief Building Official in performing special studies and projects as assigned and required.
  • May provide ride-along to help train less experienced building inspection staff.
  • Perform other duties as appropriate or necessary for performance of the job.

Knowledge, Skills, & Abilities:

  • Principles, practices, and objectives as related to building construction, safety standards, and accepted methods and materials in a building inspections program.
  • Scope and application of county and state laws and regulations pertaining to building codes and ordinances (specifically the International Building Codes), code enforcement, zoning, and general land use.
  • Proper inspection techniques to examine the quality of work and materials, and detect deviations from plans, regulations, and standard construction practices.
  • Operation of standard office equipment including fax machines, copiers, and computers.
  • Routine software and business applications including, but not limited to, building and planning software, word processing, spreadsheets, presentation software, and databases.
  • Department and County rules, regulations, policies, procedures, and standard operation procedures.
  • Communicate clearly and concisely, both verbally and in writing.
  • Read and comprehend department and County rules, regulations, policies, and standard operating procedures.
  • Interpret and apply building related codes, zoning, and general land use enforceable by the County.
  • Perform detailed examination of structural components for building code compliance.
  • Provide professional customer service to clients and public.
  • Calculate formulas for sizing of vents, combustion air, pipes, beams, joists, and rafters.
  • Perform duties independently without close supervision.
  • Read and research elected official office documents such as records, plats, and maps.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
  • High School diploma or GED required.
  • Three years of responsible experience in the journey level trades or as a contractor in a variety of building construction activities, including some experience as a building inspector.
  • Possession of, or ability to obtain, a valid Colorado Driver's License.
  • Possession of, or ability to obtain within one year from the date of employment, ICC certifications in Commercial and Residential Plumbing and Building Inspection.
  • Possession of, or ability to obtain, ICC certifications in Mechanical, and Energy is highly desirable.

Physical Requirements: Must be able to:

  • Stand and/or walk 3 - 4 hours per day.
  • Drive up to 4 hours per day or up to 2 1/2 hours at a time.
  • Lift ladders weighing 25 pounds.
  • Walk on uneven terrain including slopes, ice/snow, mud, and gravel/rocks.
STRENGTH: MEDIUM - Exert up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force constantly to move objects.

MOVEMENT: Frequently - 2 1/2 to 5 1/2 hours/day
  • CLIMBING - Ascending or descending using feet and legs and/or hands and arms. Body agility is emphasized.
  • BALANCING - Maintaining body equilibrium to prevent falling on narrow, slippery, or erratically moving surfaces; or maintaining body equilibrium when performing feats of agility.
  • STOOPING - Bending body downward and forward. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.
  • KNEELING - Bending legs at knees to come to rest on knee or knees.
  • CROUCHING - Bending body downward and for-ward by bending legs and spine.
  • CRAWLING - Moving about on hands and knees or hands and feet.
  • REACHING - Extending hand(s) and arm(s) in any direction.
  • HANDLING - Seizing, holding, grasping, turning, or otherwise working with hand or hands. Fingers are involved only to the extent that they are an extension of the hand.
  • FINGERING - Picking, pinching, or otherwise working primarily with fingers rather than with the whole hand or arm as in handling.
AUDITORY: Not Limited
  • TALKING - Expressing or exchanging ideas by means of the spoken word. Talking is important for those activities in which workers must impart oral information to clients or to the public, and in those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • HEARING - perceiving the nature of sounds. Used for those activities which require ability to receive detailed information through oral communication, and to make fine discriminations in sounds, such as when making fine adjustments on running engines.
VISION: Required
  • NEAR ACUITY - Clarity of vision at 20 inches or less. Use this factor when special and minute accuracy is demanded.
  • FAR ACUITY - Clarity of vision at 20 feet or more. Use this factor when visual efficiency in terms of far acuity is required in day and night/dark conditions.
  • DEPTH PERCEPTION - Three-dimensional vision. Ability to judge distances and spatial relationships so as to see objects where and as they actually are.
  • ACCOMMODATION - Adjustment of lens of eye to bring an object into sharp focus. Use this factor when requiring near point work at varying distances.
  • EXPOSURE TO WEATHER - Exposure to hot, cold, wet, humid, or windy conditions caused by the weather.
  • NOISE - Exposure to constant or intermittent sounds or a pitch or level sufficient to cause mark ed distraction or possible hearing loss.
  • ATMOSPHERIC CONDITIONS - Exposure to conditions such as fumes, noxious odors, dusts, mists, gases, and poor ventilation that affect the respiratory system, eyes or, the skin.
  • PLATFORM FOR MOVEMENT - Work requires walking on uneven surfaces, climbing or working on ladders, scaffolds or heavy equipment.
  • Office equipment such as computer, projector, copier, fax etc.
  • Basic hand tools (e.g., screwdriver, tape measure, hammer, shovel, ladder)

  • Proximity to moving, mechanical parts.
