Benefits Specialist

Maintain all benefits information in HWSE and Ev5.  Primarily responsible for collection of proper benefit payments and reconciliation, and balancing of vendor statements and timely remittance of retirement files.


The following statements are illustrative of the duties and responsibilities of the job.  The organization retains the right to modify or change the duties and responsibilities of the job at any time.

  • Receives direct supervision from the Benefits Administrator.
  • Exercises no supervision.
  • Verify, enter, and maintain employee benefit enrollments and status changes in HWSE and Ev5; monitor data transfers to vendor sites.
  • Collect and reconcile payments from Public Trustee and employees on leave without pay.
  • Reconcile and balance monthly vendor statements and reporting. Resolve and adjust discrepancies.
  • Prepare journal entry forms for benefit payments.
  • Run reports, balance, and transfer retirement funds to various providers.
  • Respond to employee inquires regarding benefits premiums and deductions. Reconcile any discrepancies that are found.
  • Work closely with the benefit plan vendors concerning employee problems and/or entry of the employee information into their website.
  • Serve as backup to the Benefits Administrator to provide information to, or answer questions from, County employees regarding the benefit program, or conduct the new employee benefits orientation.
  • Monitor COBRA reports for qualifying events and notification letters. Enter FSA COBRA events.
  • Work with ADP to resolve HWSE and Ev5 benefits issues; perform required system testing.
  • File benefit documents on a regular basis.
  • Perform routine benefit clerical assignments.
  • Perform other duties as appropriate or necessary for performance of the job.

Knowledge, Skills, & Abilities:

  • Basic mathematical skills.
  • Accounting principles and procedures.
  • Routine software and business applications including, but not limited to, Word, Excel, and databases.
  • Modern office practices and procedures.
  • ADP HWSE and Ev5,
  • Benefit packages and computations.
  • Utilize and navigate electronic resources.
  • Collect, compile, and analyze information and data.
  • Operate ten-key adding machine.
  • Perform accurate data entry.
  • Complete tasks requiring consistent attention to detail.
  • Identify and resolve non-routine problems encountered in the execution of standard procedures.
  • Work with limited supervision and exercise independent judgment.
  • Maintain sensitive and confidential information.
  • Communicate clearly and concisely, both verbally and in writing.
  • Read and comprehend department and County rules, regulations, policies, and standard operating procedures.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.


  • Two years of experience involving Payroll, Accounting, or a directly related field or in the performance of similar duties and responsibilities.
  • High School diploma or GED required supplemented by specialized courses in Accounting, Payroll, or a related field.
