Description

Manages the operations and personnel through subordinate supervisors of multiple programs and services within the Benefits Planning Division. Performs and manages program planning, development, and service delivery; develops and coordinates resources as required to deliver programs and services to the community.

Duties

  • Receives general guidance from a division manager.
  • Exercises direct and indirect supervision over first-level professional supervisors and professional, technical, and support staff.
  • Provide direct and indirect supervision through subordinate supervisors of multiple positions, employees, and functions within the Family Assistance, Medicaid, Food Stamps, Child Care Assistance, Adult Financial and Medical, Long-Term Care, related training programs, and clerical support; provide broad direction, oversee policy and procedure standards, and evaluate performance of supervisors, direct reports, and operations; conduct second-level review of performance evaluation; resolve pervasive and complex personnel problems.
  • Participate in developing and managing the division's standard training program.
  • Facilitate regular staff/supervisor meetings; provide consultation on program planning and collaborative efforts between departments and agencies; update supervisors on current agency, state, welfare reform, and related issues.
  • Interpret and apply laws, regulations, and policies regarding public assistance programs and ensure compliance with same; provide information regarding current issues to staff, community, and media; update management on changes and how they affect programs.
  • Assist in developing quality customer service practices; work with other offices to ensure consistency, best practices, and balanced workloads.
  • Conduct on-going review and evaluation of programs that this position directly supervises; make recommendations for the development or restructuring of programs and staffing resources as needed.
  • Coordinate audits, reviews, and other external assessments of department programs, work product, and case processing.
  • Plan and facilitate division meetings as necessary.
  • Prepare and conduct educational presentations to community groups and collateral agencies regarding assigned programs and services.
  • Serve as a member of the program's management team; review and resolve internal issues; recommend and develop policy.
  • Assist supervisors in resolving complex or difficult complaints and conflicts with staff, clients, and/or vendors.
  • Oversee and make recommendations regarding program's contracts.
  • Perform special studies and projects as assigned and required.
  • Participate in various committees and boards related to program activities and responsibilities.
  • Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
  • Principles, practices, and objectives as related to assistance eligibility and support in public assistance programs.
  • Scope and application of laws and regulations pertaining to public assistance programs.
  • Supervisory principles, procedures, and methods including selection, training, discipline, and evaluation.
  • Leadership methods and management skills including planning, budgeting, and monitoring.
  • Routine software and business applications including, but not limited to, word processing, spreadsheets, presentation software, and databases.
  • Communicate clearly and concisely, both verbally and in writing.
  • Read and comprehend department and County rules, regulations, policies, and standard operating procedures.
  • Supervise and mentor professional and support staff in a productive and positive manner.
  • Resolve or mediate conflicts between agencies, staff, and/or clients.
  • Plan, organize, and coordinate the work of others.
  • Assist in the negotiation and management of contracts for service.
  • Organize material and present information clearly and concisely in verbal and written form.
  • Perform effective public speaking to groups of varied interests and backgrounds.
  • Maintain sensitive and confidential information.
  • Act as an official representative of the County in a professional manner with local, state, and national agencies and organizations.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
Qualifications:
  • Four years of progressively responsible experience in a directly related human services or public assistance field or in the performance of similar duties and responsibilities including supervisory or administrative experience.
  • Equivalent to a Bachelor's degree from an accredited college or university with major coursework in Human Services, Public Administration, or a related field.
  • Possession of, or ability to obtain, a valid Colorado Driver's License.
