Associate Director Workforce Center

Supervises the daily operations of the Workforce Center employment programs, locations, and staff. Administers program quality assurance and evaluation activities.

  • Receives general direction from the Director of the Workforce Center.
  • Exercises direct and indirect supervision over the employees of the Workforce Center department.
  • Provide direct and indirect supervision through subordinate supervisors of all positions, employees, and functions within the various locations of the Workforce Center; provide broad direction, oversee policy and procedure standards, and evaluate performance of supervisors, direct reports, and operations; conduct second-level review of performance evaluation; resolve pervasive and complex personnel problems.
  • Act as a staff liaison for the Workforce Center Board; research and respond to Board member questions.
  • Serve as a member of the Workforce Center's management team; review and resolve internal issues; develop and implement strategic direction for the organization.
  • Provide expert advice and recommendations concerning program requirement changes and employment and social services trends; develop and implement policy and procedure changes throughout the Workforce Center.
  • Interpret policy and procedural questions for staff, County Administration, the Workforce Center Board, state and federal representatives, clients, etc.
  • Administer quality assurance program for the provision of services and accurate documentation; review and evaluate case files and reports; develop and implement policies and procedures.
  • Negotiate and monitor partnership and shared service agreements with public and not-for profit entities.
  • Develop and implement operating policies and procedures; ensure programs are operating effectively and according to regulations; research program related issues; develop modifications or enhancements to programs and direct implementation through program managers.
  • Administer grant program for the Workforce Center; write, review and monitor grants; assist staff with grant writing and administration.
  • Ensure standards of service within program delivery; respond to and resolve public and customer questions and complaints.
  • Conducts program management meetings to establish and ensure effective and compliant program operations.
  • Develop and review reports relating to Workforce services, staff and activities.
  • Coordinate programs and services with other County divisions and departments and outside agencies.
  • Provide input into division budget development.
  • Perform special studies and projects as assigned and required.
  • Participate in various committees and boards related to program activities and responsibilities
  • Assist in developing and implementing the Workforce Center marketing plan.
  • Attend seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in field; review professional journals, attend association and professional meetings; and otherwise maintain contacts with professionals to facilitate exchange of information.
  • Perform other duties as appropriate or necessary for performance of the job.

  • Local labor market and employment practices.
  • Supervisory principles, procedures, and methods including selection, training, discipline, and evaluation.
  • Scope and application of laws and regulations pertaining to State and Federal employment programs.
  • Social Services programs and services.
  • Leadership methods and management skills.
  • State and Federal government and private grant funding resources and programs.
  • Principles, practices, and objectives as related to government provided employment program.
  • Routine software and business applications, including but not limited to, word processing, spreadsheets, presentation software, and databases.
  • Provide professional customer service to clients and public.
  • Negotiate and manage contracts for service.
  • Write and review grant proposals.
  • Supervise and mentor professional and support staff in a productive and positive manner.
  • Act as an official representative of the County in a professional manner with local, state, and national agencies and organizations.
  • Organize material and present information clearly and concisely in verbal and written form.
  • Read and comprehend department and County rules, regulations, policies, and standard operation procedures.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
  • Over 5 years of increasingly responsible experience in related social/human services field or performance of duties including supervision of programs and personnel.
  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in Social Services, Business Administration, Public Administration, or a related field.
