Assistant Ombudsman

Description

Responsible for monitoring the quality of life and protecting the rights of residents in long term care facilities. Investigates complaints, conducts routine visits, provides crisis intervention, and works with other agencies. This position acts as an assistant position to the Long Term Care Ombudsman.

Duties

  • Receives immediate supervision from the Office on Aging Program Manager.
  • May receive consultation and occasional work assignments from the Long Term Care Ombdusman.
  • Exercises no supervision.
  • Receive, investigate, and resolve complaints regarding the health, safety, welfare, or rights of residents of long term care facilities in Larimer County.
  • Advocate for and protect the rights of residents of assisted living residences and nursing facilities.
  • Serve as a liaison between residents, staff, families, and other agencies.
  • Conduct routine visits to facilities in order to provide information to residents and to receive complaints, concerns, and requests for assistance.
  • Visit and interact with residents, resident representatives, and families to explain the ombudsman program and function.
  • Develop good working relationships with administrators and staff of long term care facilities; discuss issues facing them while providing services to aging adults.
  • Conduct community education and conduct training for staff in nursing homes and assisted living facilities.
  • Identify and work to resolve issues and problems that adversely affect residents.
  • Assist the Long Term Care Ombudsman in delivering outreach programs to inform the public about the existence of the Ombudsman Program through speaking engagements, on-going involvement with other organizations, hearings, etc.
  • Attend seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in field; review professional journals and attend association and professional meetings; maintain contacts with professionals to facilitate exchange of information.
  • Act as a consultant for program volunteers and interns.
  • Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
  • Medical and psychological conditions of the aged.
  • Advocacy and mediation techniques and practices.
  • Aging policy, resources for older persons and their caregivers, and the long term care system.
  • Department and County rules, regulations, policies, procedures, and standard operation procedures.
  • Scope and application of laws and regulations pertaining to local, state, and federal assistance programs.
  • Routine software and business applications including, but not limited to, word processing, spreadsheets, presentation software, and databases.
  • Community resources and local, state, and federal programs for aging adults.
  • Communicate clearly and concisely, both verbally and in writing.
  • Read and comprehend department and County rules, regulations, policies, and standard operating procedures.
  • Maintain sensitive and confidential information.
  • Mediate conflicts and negotiate resolution.
  • Objectively collect and analyze information.
  • Work flexible hours, including holidays and weekends, when performing duties of positions.
  • Organize material and present information clearly and concisely in verbal and written form.
  • Read and analyze legal documents, psychological evaluations, medical reports, and related documents for information on clients' case and needs.
  • Effectively respond to conflict situations and people in conflict.
  • Accomplish the assigned workload in a timely manner and meet established performance standards and objectives.
  • Perform effective public speaking to groups of varied interests and backgrounds.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
Qualifications:
  • At least one year of experience working with aging programs, in a long term care setting, or performing in a directly related field or in the performance of similar duties and responsibilities.
  • Equivalent to a Bachelor's degree from an accredited college or university with major coursework in a Human Services, Social Work, Sociology, Psychology, or a related Human Behavioral Sciences field.
  • If not currently certified as a Colorado Long Term Care ombudsman, must complete required hours and pass certification test within first two months of employment.
  • Possession of, or ability to obtain, a valid Colorado Driver's License.
