Description

Develops and implements goals, objectives, and priorities for personnel policy and procedures County-wide. Provides human resources support and services to a diverse public sector organization including support for employee relations, performance management, recruitment and selection, employee and leadership development, training and conflict resolution.

Duties

  • Receives general supervision from the Human Resources Director.
  • Exercises direct supervision over professional staff.
  • Assign, direct, and supervise activities of assigned staff ensuring adherence to established policies, procedures, and standards; administer or make recommendations for routine personnel matters affecting subordinates including recruiting, interviewing, hiring, training, assigning work, scheduling work hours, granting leave, appraising performance, disciplining, and submitting such records and reports as required by County policies and procedures.
  • Participate in developing and administering County policies, procedures, long range goals, and objectives.
  • Review and analyze programs, policies, and operations and forecast departmental progress with regard to stated objectives and future needs.
  • Evaluate the results of overall operations and service levels and provide regular reports to the Human Resources Director.
  • Assist County departments in correctly administering the Larimer County policy manual and other related policies and procedures.
  • Provide advice to County departments in complying with all applicable federal and state laws and regulations.
  • Develop and supervise the implementation of County-wide employee training programs.
  • Coordinate with the Risk Manager, County Attorney, and other County Departments, Divisions, and Elected Officials in responding, obtaining, and providing information and assistance to legal challenges arising from employment law.
  • Assist in resolving complex employee relation's issues including conducting investigations and facilitating meetings between employee and supervisor prepare written documentation and exhibit in response to allegations or charges effecting the employment relationship; promote direct communication and positive rapport among employees and management.
  • Provide practical advice, policy guidance, training, coaching, and/or direction to County staff regarding sound human resource management practices.
  • Administer the County's recruiting policies and procedures to ensure compliance and adherence to an effective and legally defensibly process.
  • Manage the development, administration, and review of the County's customer service improvement program, the cultural diversity program, transportation demand management programs and activities, and other special purpose programs as directed by Human Resources Director.
  • Direct the development, administration, and review of the County's New Employee Orientation, supervisory training, and other training programs as may be purchased from vendors or developed by the staff of the Human Resources Department; coordinate the delivery of these programs through professional staff.
  • Respond to charges of discrimination filed with the Equal Employment Opportunity Commission or Colorado Civil Rights Division including, but not limited to, interviewing employees, drafting position statements, and reviewing and selecting documents that support position or respond to the request for information and documents.
  • Participate as a trainer or co-trainer in internal programs such as new employee orientation, sexual harassment prevention, FMLA training, HIPAA training, supervisory training programs, and other training programs as assigned; develop training curricula, review and select training products, and implement training courses.
  • Maintain awareness of changes in statutes, regulations, and case law affecting the County's personnel policies; monitor personnel policies and procedures for compliance with appropriate regulations and alert the Human Resources Director to significant developments in the laws pertaining to the policies and activities of the Human Resources Department.
  • Interpret and apply the Colorado Open Records Act in the disclosure of employment records and information; respond to requests for this type of information as appropriate.
  • Maintain the County's Equal Employment Opportunity Plan as required by Federal regulations, including completing a statistical analysis of the workforce and certain employment actions to determine if any employment practice needs to be examined or improved because of an adverse impact on a particular group of employees; advise appropriate person if an adverse impact is apparent.
  • Interpret and apply HIPPA regulations and coordinate the County's compliance; respond to requests for this type of information as appropriate.
  • Provide other public agencies and private not for profit organizations with professional advice and assistance on matters related to human resources administration and management on an as needed basis to proactively protect the interests of the County.
  • Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, & Abilities:
  • Principles, practices, and objectives as related to public personnel administration, recruitment and selection, and employee training and development in a human resources program.
  • Federal and state laws and regulations pertaining to all aspects of public sector human resource management.
  • Principles, practices, and objectives as related to organizational management in a public sector program.
  • Supervisory principles, procedures, and methods including selection, training, discipline, and evaluation.
  • Leadership methods and management skills.
  • Read and comprehend department and County rules, regulations, policies, procedures, and standard operation procedures.
  • Theory and practice of staff development program design and administration.
  • Communicate clearly and concisely, both verbally and in writing.
  • Perform duties independently without close supervision.
  • Conduct research and write comprehensive and concise reports, policy revisions, and recommendations.
  • Demonstrate a high degree of ethics, integrity, and discretion.
  • Manage multiple assignments within established deadlines.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
Qualifications:
  • Five years of progressively responsible experience in public personnel management, a directly related field, or in the performance of similar duties and responsibilities.
  • Experience in program development and/or training desired.
  • Supervisory experience desired.
  • Bachelor's degree from an accredited college or university with major coursework in Public Administration, Human Resource Administration or Business Administration, or a related field.
