Access Utility Permits Coordinator

Description

Coordinates the relocation of utilities for construction projects. Issues permits for and inspects the installation and repair of all utilities and controls the access to public right-of-way.

Duties

  • Receives general supervision from higher level management and supervisory staff.
  • May exercise direct and indirect supervision over lower level paraprofessional engineering staff.
  • Inspect permit site to assure compliance with County standards; assure right-of-way restorations are complete.
  • Review and issue all utility and access permits; work with contractors before, during, and after permit process to ensure County standards are met.
  • Inspect projects to maintain standards regarding public safety and coordinate utility locates for County construction projects.
  • Coordinate the relocation of utilities for Larimer County projects.
  • Attend public hearings concerning utility and access proposals; answer questions from public at hearings; explain County standards and requirements.
  • Develop filing and records system related to assigned responsibilities.
  • Review and develop policies and procedures for processing permits; assist in revisions as required.
  • Review Special Event and Oversize load permits for public and event safety.
  • Review and approve Traffic Control Plans related to access or utility work in the public right-of-way.
  • Inspect materials and workmanship on Public Works improvement districts and development projects to ensure conformance with established plans and specifications. Obtain test samples for soils, aggregates and concrete.
  • Perform other duties as appropriate or necessary for performance of the job.
Knowledge, Skills, and Abilities:
  • Intermediate software and business applications, including but not limited to, word processing, spreadsheets, presentation software, and databases.
  • State and County regulations concerning utility and access permits.
  • Construction principles, methods, and materials related to utility and road construction.
  • Basic principles and procedures in Civil Engineering.
  • Test procedures and techniques relative to quality control.
  • Colorado Department of Transportation specifications for Road and Bridge Construction, vehicle length and vehicle weight limits, and other applicable standards.
  • Explain technical concepts of utility and access procedures.
  • Communicate clearly and concisely, both verbally and in writing.
  • Interpret construction plans.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
Qualifications:
  • Four years of experience in a directly related field or in the performance of similar duties and responsibilities.
  • High School diploma or GED required supplemented by courses in Drafting, Algebra, Geometry and Trigonometry.
  • Possession of, or ability to obtain, a valid Colorado Driver's License.
  • Workzone Traffic Control Supervisor certification.
