Purpose

GIS & Mapping Services was created by the Board of County Commissioners in January 1997 for the purpose of building an enterprise wide Geographic Information System program capable of efficiently and effectively meeting the organization's geographic information needs. The program's enterprise-wide goals and objectives are to: strategically coordinate human, capital, & fiscal resources; eliminate data redundancy and duplicate effort, improve by standards base mapping data quality, accuracy, currency; improve by service the availability, access, and use of geographic information; facilitate data sharing within the county, other public agencies, and private business; and to provide application development support. GIS & Mapping Services has five major services designed to meet a variety of customer needs. Service area business hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding official County holidays. These service areas shall be staffed at all times during the above core business hours by at least three staff members capable of performing the work duties and customer services required of each service area.

Services

Database Development -Database development was created for the purpose of building and maintaining the major base map layers critical to County agency day to day operations. The four major base map categories include; Geodetic Ground Control, Parcel/Property, Administrative Boundary, and Transportation layers. This service area is staffed by three full time employees dedicated to the monumental task of updating existing map data, capturing and maintaining current map records activity, while at the same time converting this legacy data into a modern GIS database. Our current service performance efforts are limited to meeting the daily base mapping needs of the Assessors Office and the provision of a limited set of GIS database coverage's. The Front Range and Estes Park coverage's are currently in progress, Red Feather and Glacier Meadow are scheduled for conversion in 1998.

Map and Data Publishing - Publishing maps and data purpose is to provide maps and digital data sets to County agencies, citizens, other government agencies, and the business community. This area is dedicated to providing standard and custom hard copy map & digital data products. Our current service performance efforts are targeted at meeting the Assessor Office monthly data and hard copy map requirements. We are also servicing ad hoc data & map requests from other County agencies on a regular basis. The provision of mapping & data services to citizens, other government agencies and the business community is limited and based upon resource availability.

Application Development and Support - This areas purpose is to provide GIS application programming and development services to County agencies using GIS technology. The service area is dedicated to providing educational services, needs assessments, system design, application programming, training and support services. Our current service performance efforts are limited to programming the data conversion, quality control, and maintenance applications required by the Database Development service area. These applications are being carefully designed to insure complete, accurate, and timely data conversion and maintenance procedures. We are in the process of developing a prototype ArcView parcel query application for the Assessor's Office to assist in their records maintenance process. It is available to other County agencies interested in using ArcView as their query tool into the centralized GIS parcel mapping database. This service area will grow tremendously in the future as the County's GIS and Mapping program is 100 % migrated into the ArcInfo database structure.

Systems Integration - This service area provides technical hardware and software assistance to County agencies integrating GIS technology with other County information systems or databases. This service area is dedicated to providing system administration, database administration, system design, hardware & software installation, training and support services. Our current service performance efforts are limited to the development and administration of the hardware and software system requirements of GIS & Mapping Services, the Planning Department and Assessor's Office. This service area will grow tremendously in the future as the County's GIS and Mapping program is 100 % migrated into the ArcInfo database structure. Examples include integration with the E-911 dispatch, Voter Registration system, Facilities Management, etc.

GIS Mapping Administration and Planning - This service area was created for the purpose of addressing and administering the organizational issues associated with the enterprise wide planning and development of Larimer County's GIS & Mapping Services. This service area is dedicated to performing the administrative and planning duties of the department and to provide professional assistance to County agencies developing distributed GIS systems or pursuing strategic partnerships with other government agencies. Our past service performance level has been limited to addressing organizational development issues, administering the centralized base mapping effort and successful completion of the Larimer County GPS Partnering Project.
