Transportation Capital Expansion Fees
Transportation Capital Expansion Fees are one-time charges assessed on new development to fund off-site road improvements necessitated by that new development. Road impact fees are structured to ensure that each new residential or commercial project pay its proportionate share of the cost the County will incur in maintaining adequate levels of service on Larimer County's major road system as growth occurs.
Fee Establishment, Regulations and Code Information

The fees were established in the Larimer County Road Capital Expansion Fee Study. The document provides the analysis, technical support, and recommendations for capital expansion fees for both the County's Regional and Non-Regional road systems.
The fees are updated each year to reflect changes in construction costs.
Fee Schedule
For residential properties, fees are based on the type of residence proposed (single family, farmstead, cabin, etc). For commercial properties, fees are based on building use and total square feet of use.
Process and Payment
When applying for a building permit, the TCEF Administrator will obtain information from the applicant and calculate the fee (a process that can take 5-10 days).
The fee is usually collected when the building permit is issued. For traffic-generating development that occurs as a result of a Special Review or Special Exception, the TCEF will be determined and paid at the time agreed upon by the County Commissioners as a condition of approval.
