Re Entry Program
The Re Entry Program was developed as a joint venture between Larimer County Community Corrections, Larimer County Health and Human Services, Larimer County Workforce Center and Larimer County Criminal Justice Planning Manager. The purpose of the program is to provide an alternative to incarceration for repeat offenders with addiction and mental health issues. Our goal is to reduce jail bed days and overcrowding, reduce recidivism, address mental health and substance abuse issues and maximize the chance for a successful reentry into the community. The program will provide supervision and treatment to these offenders as well as monitored medications, substance abuse testing, and intensive case management assistance with basic needs, housing, and employment. We hope to reduce interactions with the legal system; therefore, helping these individuals become more healthy productive members of society.
Clientele
- Primary Axis I diagnosis such as Bi-polar Disorder, Schizoaffective Disorder, Major Depression, Anxiety Disorders, etc.
- Co-occurring substance use diagnosis.
- Axis II disorder, if present, must not be the predominant mental health issue.
- Issues with maintaining stability in life (i.e. employment, housing, etc).
- Repeat visitors to LCDC due to mental health and substance abuse issues.
- Defendants' that need assistance in connecting to resources in the community.
- Review of criminal history/current legal status will also be considered.
- LSI score below 40
- All potential participants will be carefully screened by a multi-disciplinary team for acceptance into the program and a sentencing option presented to the courts.

Program Structure
- A 180 day residential, transitional residential and community treatment program consisting of three phases.
- Phase I - Intensive Residential Treatment at Larimer County Community Corrections
- 6.5 Weeks including approximately 40 hrs a week of treatment or treatment related activities, groups, and therapy
- Phase II - Transitional Residential Treatment
- In Community Corrections
- Length of time based on meeting treatment, vocational, and life skills objectives for a minimum of 6 weeks
- Phase III - Intensive Outpatient Community Treatment
- Community Residency
- Completion of the offenders sentence with reentry
- Aftercare - No Time Limit
Goals and Objectives
- To provide an alternative to post-trial incarceration for dually diagnosed offenders.
- To reduce jail overcrowding, and drain on community resources by providing appropriate levels of supervision and support offenders with co-occurring substance abuse and mental health issues.
- To provide Community Corrections residential and community based supervision while providing treatment services to dually diagnosed offenders to maintain public safety.
- To provide the seriously mentally ill and substance dependent defendant with a starting point for successful rehabilitation.
- To assist clients in making and maintaining community support systems.
- To reduce recidivism among participants by providing appropriate assessment, supervision, monitoring, case management, and treatment services through an integrated treatment model
- To appropriately identify and evaluate defendants who have a serious mental illness and substance use disorder.
- To provide appropriate supervision, monitoring, case management, and treatment services for dually diagnosed defendants.
- To assure continuity of care beyond sentence.
Criminal Justice Supervision
- Substance Abuse Monitoring
- Random Breathalyzer, Urinalysis and Pass point testing at the same level as other community corrections sentenced clients
- Daily Check in, regular testing outside of random system as needed for suspicion or if at a location that serves any alcohol
- Subject to facility wide searches, including random searches by law enforcement and drug dogs
- Case Management
- Supervision plans to include employment, treatment and independent living goals
- Employment assistance including job preparation skills group and individual meetings with employment assistance staff
- Budgeting and finance management to ensure payment of court fines and fees, costs, restitution and child support if indicated
- Community Safety
- Accountability for all off site locations - off site monitors by phone or in person, change of location while in the community from verifiable land line
- Case manager approved itinerary for daily schedules
