B.    Consent Calendar   (Yvonne Myers)                                                                                                       

1.   Approval of December 8, 2010 Minutes

·  Minutes approved unanimously


C.    WIB By-Laws Change Approval (Yvonne Myers)                                                                                              

·  The board reviewed suggested changes to the by-laws.  Changes included updating meeting frequency to bi-monthly and streamlining the process to appoint new members.   A suggestion was made to change the meeting frequency wording from ‘will be held bimonthly’ to ‘meetings will be held at least on a quarterly basis’. 

·  Motion was made to approve all proposed changes, except as noted above, motion passed unanimously. 

D.    Update on Colorado Workforce Development Council  (Jim Neubecker, Jay Hardy or Ryan Keiffer)

·  Jim reported that he, Jay and Ryan are reviewing extensive pre-session documents preparing for the next CWDC meeting.  

·  Jim is a member of the State Youth Council, a sub-committee of the CWDC.  They are working on a Think Big event for 2011.
                               

E.    Energy Update

1.   Energy Grant Scholarship Committee (Yvonne Myers)

·  Applications are being accepted for the energy grant incumbent worker training program.   The deadline is February 18th but may be extended.

·  A press release was issued and emails were sent to energy employers. 

·  The program is geared toward short term certificate training.

2.   Utility Initiative (Richard Martinez)

·  Richard gave an overview of the February 4th utility workforce needs meeting.  He hopes that all regional utility partners can work together to address shared workforce needs. 

·  A smaller follow-up meeting is scheduled for February 16th.  Contact Kathy Dotson if you are interested in attending. 

·  Jeffco is holding a utility summit on February 25th

 

F.    Grant Applications  

1.     IT Sector Planning Grant (Kathy Dotson)
A regional IT Sector Grant was submitted in December and recently resubmitted with additional information.  If approved, more research and planning will be completed to identify shared needs and possible solutions. 



2.   Colorado Workforce Development Council Concept Papers

·  North Front Range Healthcare Consortium (NFRHC)
The healthcare sub-committee has partnered with NFRHC to submit a grant focusing on shared technology needs throughout healthcare. 

·   Choice Pool
Grant would help fund pool of motivated job seekers who have completed a five step process including a Colorado Readiness Certificate and soft skill assessment.  A virtual job fair may be held for successful choice pool job seekers and area employers.

 

·      Youth
A concept paper was submitted that If approved, would partly fund paid internships, entrepreneurial ship programs and may provide some money for the Larimer County Career Expo.

G.    Youth Update  

·  Youth Council is working with both the Poudre and Thompson School District helping to plan a couple of small career expos. 

·  Rocky Mountain High School Career Expo is scheduled for April 27th

·  Thompson School District event is planned for April 11th

·  Youth Council is looking for businesses to host a youth for two hour shadowing experiences.    Contact Kathy Olson if you are interested. 

·  Eight youth aged 18-24 were hired in partnership with the cities of Loveland and Fort Collins to complete 500 energy home audits.

H.    Workforce Summit (Joni Friedman)

·  Governor Hickenlooper toured Colorado meeting with local officials, business leaders and community members to discuss economic development.  He tasked each community with developing an economic development report.    This may be an opportune time to meet with area businesses around workforce and economic development. 

·  The board broke into two groups to discuss:

What would make this a worthwhile event for businesses to attend?

How do we measure success?  What are our deliverables?
