CALL TO ORDER

Bob Tholl called the meeting to order at 1:36 p.m.

CONSIDERATION OF TODAY’S AGENDA AND MINUTES OF October 13, 2011

Minutes stand as presented.

CHAIR REPORT

Bob Tholl reported that the Executive Committee is looking at the current bylaws.  If there are changes to the bylaws, they will be brought to the Council and then to the commissioners for approval.  The agendas for January and December were discussed.  The annual holiday luncheon will be on December 8 at the Fort Collins Senior Center from 12:00 – 1:30.   The media breakfast was canceled. 

UPDATE ON OFFICE ON AGING

Ruth Long reported that she had received our additional funding allocation and must do a revised budget which is due at the State Unit on Aging (SUA) next Friday.  Our revised budget should be approved by the Council, but we do not have it ready.  Ruth stated that she will take the revised budget to the Executive Committee for approval.  The Office on Aging added $18,000 to various existing contracts for one-time only expenses.  Ruth added that $5,000 has been set aside to develop a voucher program for medical transportation.  If anyone wants to have input and vote on the budget, he/she can come to the Executive Committee meeting on Friday November 18 at 9:15 a.m. at the Fort Collins Senior Center.

 

Ruth announced that there has been a recommendation from the Governor to move the State Unit on Aging (SUA) under Health Care Policy and Finance (HCPF).  The Area Agency on Aging (AAA) directors have concerns about this move.  An information meeting is scheduled to be held at Fort Logan on November 16 to discuss the implications of the move.  The Governor wants to combine all similar programs.  A bill will be introduced to make the change.  

 

Staff Reports

Monica Becker reported that the Ombudsman program is going well.  They have a new volunteer, Sharon Naus. 

 

Linda Rumney reported that she is very glad that Lynette is coming back on Monday.   She has been overwhelmed with work.  Linda has ordered a second printing of the ARCH brochure.  Linda and Ruth were on “That Larimer County Show,” on channel 14 in Fort Collins.  Council members can go to YouTube and type in “That Larimer County Show” to watch the interview. 

 

Katy Mason thanked the Council members again for their participation in the site visits.  Katy stated that she is impressed with how much our funding does. 

OFFICE ON AGING PARTNER PRESENTATION:  Beverley Dahan, Vice President of Regulatory Affairs for Total Long Term Care, PACE Program

Beverley gave a PowerPoint presentation on the PACE program.  The presentation is attached.

SENIOR ADVISORY REPORTS

Fort Collins Senior Advisory Board Report (SAB)

Cherrie Thornton reported that Mary Warring from the North Front Range Metropolitan Planning Organization (NFRMPO) presented information about the Mobility Council to the SAB.  The Mobility Council is planning to coordinate transportation providers with the goal to ensure accessible transportation for everyone.  The Mobility Council meets every third Thursday at 1:30 at 419 Canyon Avenue.

 

Cherrie announced that there are 185 registrations for the “Growing Older in Fort Collins, the Silver Tsunami as a Golden Opportunity” event this afternoon.  The tentative plan is to have a follow-up meeting in February.

 

Cherrie stated that a Bridging the Gap evaluation meeting was held on October 19.  She reported that 191 attendees and 52 exhibitors attended the Bridging the Gap Event this year.

 

Loveland Senior Advisory Board (SAB)

Judy stated that there was no meeting held.

 

Foundation on Aging (FOA)

COMMITTEE & STAFF REPORTS

Community Outreach & Education Committee

No report given.

 

Media & Public Relations Committee

Judy Jones reported that the media breakfast was canceled because only three people responded.  The Committee feels that they are not contacting the right people in the media and are working on a way to find the correct contacts.  Ellen Lawson presented research on senior coverage in various local newspapers.

 

Grantee Management & Evaluation Committee

Katy Mason stated that Ruth had discussed the revised budget and the medical transportation grant.  They also reviewed five site-visit reports.

 

Public Policy & Advocacy Committee

Helen Davis reported that Marcy has completed the housing survey.  The survey report is two pages long.  It was difficult to get the information needed.  Helen noted that the National Council on Aging (NCOA) has put out a video on the impact of the recession on seniors.  It is a six-minute video produced for educating legislators.  Helen announced that Senior Day at the Capitol is on March 14.
