The Larimer County Workforce Investment Board held a regularly scheduled meeting, Tuesday, June 9, 2009, 11:30 a.m. – 1:00 p.m., in the Hearing Room, First floor, at the Larimer County Courthouse Offices, 200 West Oak, Fort Collins, Colorado.


Call to Order:  Yvonne Myers called the meeting to order at noon.


Members Present: Alvina Derrera, Ann Hutchison, Booker Graves, Brenda Rask, Carrie Pinsky, Cindy Barnes, Doug Johnson, Fawn Leaf (Youth Council), Glen Rathgeber, Henry Solano, Jim Neubecker, Jo Dawn Newlon, Julie Brewen, Kathy Louderback, Kelly Peters, Kris Cord, LeRoy Gomez, Liz Glathar, Lynn Vosler, Mary Carraher, Maury Dobbie, Nicolle Gregg, Phyllis Abt, Rob Hanni, Tracy Mead (Education and Life Training  Center), and Yvonne Myers.

Workforce Center Staff Present:  Dena Jardine, Ella Gifford, Erma Skadburg, Geniphyr Ponce-Pore, Joni Friedman, Lew Wymisner, Lori Zuccolin, and Mark Johnston.


Approval of Minutes:  Minutes from the March 10, 2009 were approved.


Chairperson s Report: Yvonne and Joni invited all members to attend the final Larimer County meeting of the Governor’s Jobs Cabinet on June 15, from 1:30 to 3:30 at the Larimer County Courthouse Offices Building in the Carter Lake Room.  This will be the last opportunity to provide input to the Jobs Cabinet before final recommendations are made to the Governor.


Booker Graves thanked the Larimer County Workforce Center staff as well as Yvonne Myers for hosting the 2009 Think Big Youth Conference.  He received much praise for the event.


Booker gave an update on State initiatives as they relate to SECTR Strategies.  The State is moving forward with developing SECTR strategies in each of the workforce regions. 


Booker also discussed the American Recovery and Reinvestment Act (ARRA) funds dispersed to the State.  There will be a full report on e-Colorado to provide complete transparency of the use of these funds by the State and each region.  Booker encouraged the group to begin to look more at how this group can work towards assisting with the economic recovery and the economic vitality of the state.


Director s Report:  Joni reminded everyone that the Annual Plan is due soon.  We will be sending out an email asking for volunteers to meet with staff to discuss the Plan.


On April 24, 2009, the Larimer County Workforce Center hosted a Job Search Conference: Building Plan B While Working Plan A Tools for a Tough Job Market .  Over 250 job seekers attended this event.  Joni thanked Dena Jardine and her staff for pulling together this event and making it very successful.  Joni also thanked staff for their work on the Workforce Investment Board Restructuring Retreat held on April 27 and April 28.


Joni recognized Yvonne Myers, who has been our WIB Chair for two years, and has graciously volunteered for a third year, with a small gift of appreciation.  Yvonne has been a true champion on the topic of workforce and her work is appreciated.


WIB Restructure Update:  Yvonne gave an update on the work done at the retreat.  One of the results of this retreat is that the Workforce Center is in the process of hiring a Business Services Manager.  That process has begun, and we will have a new Business Services Manager in place by the September WIB meeting.


The next step is that a small group of volunteers will form a steering committee to assist with the organizational structure of the WIB.  This group will report back to the larger group.  We will also ask for input from the whole group as to your thoughts and ideas for the structure and function of the WIB.


Yvonne handed out a portion of a document from the Corporation for a Skilled Workforce called WIB Benchmarking Critical Success Factors.  She recommended that all members go to their website to read the entire document when they have time:


Yvonne broke the large group into smaller groups to discuss WIB Structure, WIB Meetings, and WIB focus.  She asked for someone in each group to write down the thoughts and ideas of the group and forward those to her for use by the steering committee.
