LARIMER COUNTY BOARD OF HEALTH – July 9, 2009
The Larimer County Board of Health convened its regular meeting at 7:00 PM at the Larimer County Department of Health and Environment, 1525 Blue Spruce Drive, Fort Collins, CO.

1. Call to order
The Board of Health meeting was called to order at 7:20 P.M.
2. Approval of minutes of the June 11, 2009 Board of Health Meeting.
The minutes of the June 11, 2009 meeting were unanimously approved.
3. Introduction of the new Tobacco Law
Andrea Clement-Johnson, the Tobacco Program Supervisor, distributed information to the Board to review the new federal regulations giving the FDA authority over tobacco products and explained the limitations on advertising and the process of the advisory committee. Ms. Clement-Johnson said final definitions and regulations would take at least a year to complete.
The Board also reviewed and discussed the final Tobacco Resolution that had been accepted and finalized by the Commissioners on April 21, 2009.
4. Annual update on Public Health Emergency Response Plan – Dr. LeBailly
Dr. LeBailly reviewed changes to the Public Health Emergency Operations Plan and the sections that were added or updated in the past year.
5. Discussion of August BOH meeting date(s) for the budget review – Dr. LeBailly
Dr. LeBailly updated the Board on the Department’s current status in the budget process. Depending on the outcome of the Commissioners rankings, it might be necessary to have two Board of Health meetings in August. The regular meeting will be the third week of August (August 20), because it will take at least until then to have preliminary budget numbers for the Board’s review. If more radical cuts need to be made, we might need additional Board guidance and would possibly need to meet on August 13th.
She also asked if any of the members of the Board would like to attend the department’s Budget Hearing that will be held on September 15 at 10:30 am. Dr. Mark Richards offered to attend, in Teri’s place, as board Vice-President.
6. Directors Report – Dr. LeBailly
Dr. LeBailly informed the Board of the federal funding information released today for pandemic flu vaccination planning. Colorado will receive about $3,000,000; our guess is that our county might receive $100,000. [We subsequently learned we would receive $110,000]
The legislature approved funds for the state public health lab this year, so it looks like the state will be doing rabies testing at no cost to us in the coming year.
Dr. LeBailly advised the Board that Powertech is looking to buy more land in Colorado for uranium in-site mining.
She indicated she would be attending the NACCHO meetings the end of July.
She invited the members to the Department’s employee picnic to be held August 6, 2009.
She also advised the members of the regional meeting to get local input into the state’s public health improvement plan on August 4, 2009.

The next regular meeting of the Board of Health to review the proposed budget will be Aug. 20, at 7 PM. If an additional budget meeting becomes necessary, as a result of unexpected further budget cuts in the Commissioners prioritization process, it will be held on Aug. 13
