LARIMER COUNTY BOARD OF HEALTH – April 9, 2009
The Larimer County Board of Health convened its regular meeting at 7:00 PM at the Larimer County Department of Health and Environment, 1525 Blue Spruce Drive, Fort Collins, CO.

1. Call to order
The Board of Health meeting was called to order at 7:07 P.M.
2. Approval of minutes of the February 12, 2009 Board of Health meeting
The minutes of the February 12, 2009 meeting were unanimously approved.
3. Nominations and election of new Board of Health officers – President/Vice President and
Teri Olson was nominated for President of the Board of Health

4. Presentation on the Health District’s Health Survey (2007) findings – Dr. Bruce Cooper
Dr. Cooper made a presentation on the 2007 Community Health survey findings and explained the survey’s background and methodology. The slides covered findings for the County as a whole, rather than just the Health District boundaries. It included risk factors and behaviors, self-assessment of physical and mental health status, use of preventive tests, and access to medical care, in addition to demographic and income information. Variables were analyzed by factors such as age, gender, income, and insurance benefits. Dr. Cooper presented the findings in a way that corresponded to a new Institute of Medicine’s State of the USA Health Indicators report.
The Board discussed the findings and asked about the District’s use of the data. Dr. Cooper explained that the Health District’s uses the indicators as part of their prioritization of goals based on their health burden analysis.
5. Follow up discussion of Health Status Indicators – BOH members and staff
Dr. LeBailly distributed a graph of teen birth rates by race/ethnicity in Larimer County to highlight an important health disparity that the Board should be aware of and that we hope to be able to improve through our family planning program. However, such a measure does not work well as a health indicator for the BOH to track because of significant year-to-year variation. This variation makes it impossible to assess, except over a long period of time, whether the disparities are being reduced or not. This led to further discussion by the Board about what they wanted to use indicators for and which ones would be the best to follow. Much discussion followed about different approaches, and it was clear that the county budget process, the state public health improvement plan (and subsequent county health improvement plan), and the state Board of Health’s defining of services to be provided by all local health agencies would influence our programs and priorities and indicator tracking over the next 18 months. In the end, staff were asked to identify any significant changes related to our core services that had occurred over the past 5-10 years, to present to the board at a future meeting, along with related indicators.
6. Discussion of nominations for Joseph Jabaily Public Health Hero Award for 2009 – BOH members
Due to the late hour, the suggestion was made that the Board defer the discussion of the Joe Jabaily Public Health Award until the next meeting in May.
7. Quarterly fiscal update – Year end 2008, upcoming year – Marie Macpherson
Ms. Macpherson distributed a report of the on 2008 Revenues and Expenses (unaudited). She explained the Reserve Funds and updated the members of the cost savings of the Department.
8. Director’s Report – Dr. LeBailly
In honor of National Public Health Week, Dr. LeBailly distributed a public health crossword puzzle provided by our Public Information Officer, Jane Viste. She also alerted the Board to some web sites relating to Public Health Week and CDC’s Public Health Law 101 course. She informed the Board of the increase in WIC monies, which will allow us to add some WIC staff in Fort Collins and Loveland. She also informed the members of the resignation of Janna West-Kowalski, the Health Educator Supervisor.
