LARIMER COUNTY BOARD OF HEALTH – December 9, 2010

 

The Larimer County Board of Health (BOH) convened its regular meeting at 7:00 PM at the Larimer County Department of Health and Environment (LCDHE), 1525 Blue Spruce Drive, Fort Collins, CO.

 1.    Call to order

           

The Board of Health meeting was called to order at 7:09 PM.

 

2.     Approval of the October 14, 2010 Board of Health meeting minutes

 

            The minutes of the October 14, 2010 meeting were unanimously approved.

 

3.   Policy Governance Report for 2010 – Dr. LeBailly

 

Ø  Dr. LeBailly distributed Policy Governance Report for 2010 to review with the Board

 

Policy 4.0 General Public Health Director Constraint

·  Reports compliance with one exception

·  Has been made aware that a non-exempt employee was not compensated for overtime worked in the past; the employee’s Supervisor did not know the employee was non-exempt

·  Under the Fair Labor Standards Act (FLSA), if a non-exempt employee works more than 40 hours in a week they either get paid time-and-a-half or get time-and-a-half back 

·  Larimer County Human Resources (HR) is now handling the situation

 

Policy 4.1 Customer Service

·  Reports compliance

·  Currently conducting a customer service survey on the participants of the CSU vaccination clinics and will be asking each LCDHE program to come up with an objective goal related to customer satisfaction    

·  BOH would like to see the number and trend of LCDHE complaints submitted and responded to

 

Policy 4.2 Treatment of Staff

·  Reports compliance with exception to the FLSA issue discussed in Policy 4.0

·  Had approximately 8 workers compensation claims in 2010

 

Policy 4.3 Financial Planning  

·  Reports compliance

·  Meets the reserve minimum and maintains 10% of the overall budget in undesignated reserves

 

Policy 4.4 Financial Condition and Activities

·  Reports compliance

·  Had no findings or costs questioned in the single audit report for 2009

·  Had one inadvertent violation of purchasing policies when LCDHE did not get a purchase order for a service costing over $5,000 (original estimate was under $5,000, but a few added costs pushed it over the threshold.)

 

Policy 4.5 Fees and Grants

·  Reports compliance

·  Has not set fees in excess of costs

·  May increase Family Planning, Septic Permit and Water Sample fees in March and April 2011

 

Policy 4.6 Asset Protection

·  Reports compliance

 

Policy 4.7 Emergency Public Health Director Replacement and Back Up

·  Reports compliance

 

Policy 4.8 Emergency Preparedness

·  Reports compliance

·  Assisted by the largest turnout of mutual aid from other public health agencies; hundreds of people from 81 agencies helped with the CSU vaccination clinics

·  Dr. LeBailly distributed a list of organizations that helped out at CSU vaccinations clinics

 

Policy 4.9 Compensation and Benefits

·  Reports compliance

·  Currently working with HR on a couple of salary positions that appear to require adjustment

 

Policy 4.10 Communication and Support to the Board

·  Reports compliance

·  Press releases and health alerts to medical providers are cc’d to BOH members

·  Continues to try to get documents to the Board with greater lead time

·  If BOH has additional communication needs please inform LCDHE of them

4.   Final 2010 Goals Report – Director and Division Directors

 

Ø Dr. LeBailly and Division Directors distributed Final 2010 Goals Report to review with the Board

 

Board of Health Goals

·  LCDHE is awaiting state guidance on the county health improvement plan; tentative timeline for completion is June 30, 2012

 

Department Goals

·  Contributed funds to have the Health District’s 2010 Community Survey reach the entire county

·  1st stage of Public Health ETHOS is almost complete; scheduler module is in use and cashiering and medical records modules are planned to be deployed in the first quarter of 2011

·  Applied through the state for NACCHO’s Project Public Healthy Ready certification

 

Administrative Services Goals

·  In 2011 will be working with Larimer County Finance on possible reporting tools they could use to meet the County’s back-up documentation requirements and will also be working on improving efficiency and decreasing redundancy in the current methods of staff time and activity reporting

·  Strengthened grants management within the Community Health Services division

·  Family Planning Medicaid expansion has been delayed by the State; LCDHE is working on enhancing their ability to do 3rd-party Medicaid and private insurance billing

 

Community Health Services Goals

·  Receives information from State Health and partners with Salud Family Health Center as the agency responsible for medical care for the Refugee Tuberculosis (TB) Control Program, however refugees continue to settle in Weld County and North East rather than Larimer due to job availability

·  In 2011 will be submitting internal department policy on employee TB screening to HR and the County Attorney for review, modification and acceptance

·  Partnership with Healthier Communities Coalition to expand medical home participation is on-going; 5,000+ brochures on medical homes for children were developed and distributed

·  Maintained Family Planning Program health education and outreach position for one year through special initiative funding at State Health

·  Received a grant to expand the Stanford Model of Chronic Disease Self Management in Larimer County; also applying for a Health Disparities grant to expand Vida Sana efforts in Loveland

 

Environmental Health Services Goals

·  Continues to monitor local uranium in-situ mining proposal

·  Construction of Hidden View Estates wastewater treatment plant is expected in 2011

·  Board of County Commissioners ranked Environmental Health (EH) service areas as high priority

·  Supported and provided resources to CSU vaccination efforts

 

5.   Clarification of Director’s Salary and Comparable Position Range – LeBailly and Macpherson

 

Ø Dr. LeBailly received a letter from HR stating that she was above her salary range

·  After reviewing salaries of Health Departments that have Physician Health Officers, HR corrected Dr. LeBailly’s salary range and she is no longer above her range

·  Marie Macpherson, Director of Administrative Services, distributed information about the salaries of the 5 other Colorado local health agencies with physician Public Health Directors

 

6.   Director performance evaluation form for completion for January meeting – LeBailly, BOH

 

Ø  Dr. LeBailly distributed performance evaluation form to BOH and will also send it via email

·  BOH members will send completed form via email to Dr. Richards by 1/1/2011

 

7.   Report on APHA meeting and exhibit – Director and Division Directors

 

Ø  25 LCDHE employees attended APHA

·  Demo’d ETHOS system and mass vaccination registration system at exhibit booth

·  Sent 5 EH staff to the Colorado Environmental Health Association

 

8.     Report on meningococcal vaccination clinics at CSU

 

Ø  Clinics had approximately 700 worker shifts

·  Administered 10,168 vaccines in both clinics; 7,608 vaccines administered in first clinic

·  Current CSU meningococcal case is well and all of the case’s contacts have been treated

 

9.   Release of Healthy People 2020 Objectives - LeBailly

 

Ø  Dr. LeBailly distributed “Healthy People 2020 Framework” fact sheet, a summary of Colorado health indicators and a Coloradoan article on health rankings to Board

 

10.  Next meeting, January 13, 2011
