LAPORTE AREA PLANNING ADVISORY COMMITTEE
The meeting was called to order at 7:12 pm at the West Fort Collins Water District, LaPorte. In order for an official meeting to be held, a majority of all members are needed for a legal quorum. The four present members decided to continue the meeting as an Open Public Meeting.

Approval of December 19, 2005 minutes was tabled because attendance does not constitute a quorum.
However, some discussion revolved around the need for a quorum at LAPAC meetings; the last two meetings have not had a quorum. Members are urged to please attend every meeting if at all possible.
1. Big Buck Ridge PD/Amended Rezoning
Russ Noel Legg gave a summary presentation of "Request to Rezone and Change Conditions" for the Big Buck Ridge PD. The property includes three lots currently zoned Planned Development (PD) with restrictions.
If Lot 2 is sold at this time, the allowed uses would revert to residential and agricultural. The request is twofold:
· Rezone the three lots to O-Open zoning and remove existing restrictions related to the existing taxidermy and meat processing facility, and
· Allow additional uses on Lot 2 including enclosed storage and trade use with no outdoor storage.
LAPAC members discussed the two facets of the request and arrived at consensus to rezone the lots to O-Open. Discussion ensued regarding the additional uses and the following wording was agreed upon:
Single-use enclosed storage, a facility for keeping goods inside.
Single-use trade use (as defined in the Land Use Code), in the existing structure with no outdoor storage. Trade use is a business or occupation requiring specialized training in a manual or mechanical skill, including but not limited to carpentry, plumbing, sheet metal, electrical, heating ventilation and air conditioning, furniture upholstery and machine shop.
A motion was made to accept the above wording by Ed Ott, seconded by Susanne, motion carried (please note: attendance did not constitute a quorum, therefore this is not an official LAPAC recommendation).
2. LaPorte Area Plan Review:
Jill Bennett, Principal Planner of the Larimer County Planning Department gave a presentation on the LaPorte Area Plan history and proposal for a review of the plan. Concepts to be considered in a review of the LaPorte Area Plan, in addition to those discussed at the February 20, 2007 LAPAC meeting, include:
Community Center - (see pages 61 - 64 of the LaPorte Area Plan)
Becoming a "town" (incorporating)
County Economic Development Program
Buffer zone at East gateway
Discussion regarding reviewing versus revising LaPorte Area Plan. Revising is a many month process and includes public involvement and potential revisions to all parts of the Plan.
First step is to conduct work sessions to review the LaPorte Area Plan. They will begin at next month's LAPAC meeting.
